Job Summary: This position is located in the Space Portfolio Division (SPD), Facilities Services Directorate (FSD), Washington Headquarters Services (WHS). SPD operational support includes space planning and management, maintenance, repair, alterations for assigned building, custodial, building operations and administration, property management, environmental safety, occupational health, and industrial hygiene.

Major Duties:

  • This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 "Direct Hire Authority for Certain Personnel of the Department of Defense" Typical work assignments may include the following: Serves as a Space Management Specialist in the Lease Acquisition & Project Management Branch. Provides technical support and assistance in planning the effective and economical use of space assignment projects which are located with the 12 million square feet of administrative space occupied by Department of Defense (DoD) tenants in approximately 110 facilities located throughout the National Capital Region (NCR) and the Washington, DC area. Develops procedures, techniques, and methods to resolve space problems in government-leased and -owned facilities which are often unique and of a precedent setting nature. Conducts on-site space utilization surveys and implements actions, as required, to ensure the full and efficient use of DoD's assigned space. Works with DoD agencies/components, GSA National Capital Region, GSA Central Office, and/or requests architect/ engineering firms, construction contractors, and others as required, to develop and carry through to completion initial tenant alterations to plan and efficiently accomplish organizational relocations, when necessary to meet approved program goals. Reviews requests for alterations, modifications, and repair projects developed by DoD components in "government-leased and - owned" facilities where the scope of work will exceed established thresholds Monitors and guides projects for construction of special and classified facilities in the NCR. Investigates the office environment and layout to determine or verify what structural modifications are necessary and if adequate consideration has been given to factors such as ventilation, lighting, electrical outlets, and telephone and data lines. Provides direction for special or ad hoc working groups composed of representatives from various agencies, industry, and private contracting firms which are called together to deal with technical and professional problems in fast moving situations.

Qualifications: In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the next lower grade level of GS-09 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Assisting with space assignment projects and conducting studies regarding acquisition and assignment of space to solve particular space problems; Collaborating with others in developing procedures, techniques, and methods to resolve space problems in government-leased and -owned facilities; Assisting with space layouts in accordance with approved space requirements and government regulations and guidelines; Completing alterations and organizational relocations, when necessary to meet approved program goals; Assisting with investigations regarding administrative and technical situations and creating plans to adjust the needs of the agency and space availability to ensure maximum utilization of space and economy and to promote efficient operations; Maintaining space records, plans, files, and charts for effective space management. Revising transfers of space, relocation of offices, and recoding of space reports; Reviewing requests for alterations, modifications, and repair projects and evaluating office plans and requirements in terms of practicability, economy, and conformity to administrative policies. Studying and ensuring structural modifications are necessary and if adequate consideration has been given to factors such as ventilation, lighting, electrical outlets, and telephone and data lines. Assisting with costs as appropriate, on approved office modifications, alterations, repairs and maintenance requirements. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the next lower grade level of GS-11 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Providing assistance and support regarding space assignment projects; Participating in studies regarding acquisition and assignment of space to solve particular space problems; Collaborating with others in developing procedures, techniques, and methods to resolve space problems in government-leased and -owned facilities; Preparing space layouts in accordance with approved space requirements and government regulations and guidelines; Ensuring completion of alterations and organizational relocations, when necessary to meet approved program goals; Participating in investigations regarding administrative and technical situations and creating plans to adjust the needs of the agency and space availability to ensure maximum utilization of space and economy and to promote efficient operations; Maintaining space records, plans, files, and charts for effective space management. Making frequent revisions of transfers of space, relocation of offices, and recoding of space reports; Reviewing requests for alterations, modifications, and repair projects and evaluating office plans and requirements in terms of practicability, economy, and conformity to administrative policies. Determining or verifying what structural modifications are necessary and if adequate consideration has been given to factors such as ventilation, lighting, electrical outlets, and telephone and data lines. Assisting with costs as appropriate, on approved office modifications, alterations, repairs and maintenance requirements. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the next lower grade level of GS-12 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Providing technical support and assistance for space assignment projects; Conducting studies for the acquisition and assignment of space to solve particular space problems; Developing procedures, techniques, and methods to resolve space problems in government-leased and -owned facilities. Coordinating the preparation of space layouts in accordance with approved space requirements and government regulations and guidelines. Collaborating with others to ensure completion of alterations and organizational relocations, when necessary to meet approved program goals. Investigating administrative and technical situations and creating plans to adjust the needs of the agency and space availability to ensure maximum utilization of space and economy and to promote efficient operations. Maintaining space records, plans, files, and charts for effective space management. Ensuring frequent revisions are reflective in transfers of space, relocation of offices, and recoding of space reports. Reviewing requests for alterations, modifications, and repair projects and evaluating office plans and requirements in terms of practicability, economy, and conformity to administrative policies. Overseeing office environments and layout to determine or verify what structural modifications are necessary and if adequate consideration has been given to factors such as ventilation, lighting, electrical outlets, and telephone and data lines. Managing costs as appropriate, on approved office modifications, alterations, repairs and maintenance requirements.
