Job Summary: At this grade, the Women Veteran's Health Program Manager manages the administrative and clinical aspects of a major specialty treatment program - Women Veterans Health Program at the Oscar G. Johnson VA Medical Center. The Women Veteran's Health Program Manager has responsibility for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria of the program.

Major Duties:

• Duties: Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent provides administrative, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, CBOC involvement, and efforts at other sites within a Health Care System. Technical assistance provided is based on monitoring activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. The incumbent performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.). Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position is carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer. The incumbent develops processes for orienting female patients to the OGJVAMC health care services; identifies, collects and monitors reliable, current data on the care of women Veterans including workload statistics; monitors and ensures patient satisfaction among women Veterans in all aspects of their health care; develops and monitors gender specific quality indicators and monitors outcomes in health care delivery to women Veterans; provides consultation and technical assistance to OGJVAMC staff on women Veterans' issues; and, serves as an advocate for women Veterans. The incumbent is to coordinate the provision of comprehensive health care services to women Veterans; plan for establishment of new specialty or primary programs and the expansion of existing programs to meet the needs of women Veterans who are currently seeking care within the OGJVAMC and the increasing number expected to do so; ensure equity of access, service and benefits to women Veterans; coordinate the provision of state-of-the-art preventive, diagnostic, treatment, consultation and referral services for women Veterans within a comprehensive, healthcare facility; coordinate medical and/or surgical health care services and provision of psychological care of mental health needs, assess the improved quality of clinical care; collect, develop, and analyze data derived from these programs to assist in planning for women Veterans services, and utilize appropriate clinical indicators and monitoring activities to ensure the care provided is of the highest quality. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Be a citizen of the United States. Education: Must a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
