Job Summary: The selected Social Worker (Program Coordinator) Intensive Community Mental Health Recovery (ICMHR) manages the administrative and clinical aspects of all the programs which fall under the ICMHR program continuum of care. The selectee has the responsibility for coordinating interdisciplinary staffing, work assignments, treatment services provided, and admission criteria of the programs, among other duties.

Major Duties:

• Total Rewards of a Allied Health Professional The ICMHR Program Coordinator is also a supervisor, who has broad program management responsibilities which include the operation and management of key clinical programs for a growing VAHCS. Other responsibilities include development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data-driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Some of the duties include, but are not limited to; Responsible for developing, implementing, and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA, Joint Commission and GARF standards for assigned programs. Uses advanced knowledge and mastery of theories and modalities used in the specialized treatment of complex mental illness and the ability to incorporate complex multiple causation in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnosis within approved scope of practice. Ability to recognize internal and external conditions and influences, including VANHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures including the skill to design and develop the tools necessary to cope with varied situations. Supervises a group of employees performing work within the ICMHR program including advanced practice social workers, psychologists, and psychiatrists. Performs a wide range of services and provides technical assistance to monitor activities, program reviews, and the development and analysis of information. Uses sound judgement in the preparation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. Performs administrative and program coordination with multi-objective programs consisting of treatment, training, and education ensuring that services are provided in a timely, comprehensive, and coordinated manner. Provide ongoing comprehensive psychosocial services to Veterans and their families who have complex medical or psychiatric problems when needed for coverage or times of increased workload. Responsible for planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives, as well as monitoring, operating, evaluating, coordinating, and overseeing the social work and multi-disciplinary staff of the assigned program. Various duties require an ability to prioritize many different tasks in order to provide the most multi-objective programs consisting of treatment, training and education, ensuring that services are provide in a timely, comprehensive and coordinated manner for each program. Uses a wide range of knowledge of VA healthcare services, benefits, directives, policies, and personnel. Other duties as assigned. Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. (NOTE: For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401 (3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: Social Worker (Program Coordinator) GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Preferred Experience: Those candidates who have experience with program management working with Veterans with serious mental illness within community settings, are highly preferred.
