This position will report to the Small Business Program Compliance Lead.  Primary responsibility is for small business monthly reporting.  Compiling, approving and filing ISRs, SF294s and SSRs for small business program performance.  This position will also assist with reviewing Small Business (SB) Subcontracting Plans and reviewing and advising on Small Business Participation/Utilization Plans for proposal efforts.  Understands, maintains and disseminates knowledge of small business programs and impact on current and future growth through presentations, proposals and other media as required.  Supports subcontracting commitments and opportunity development through facilitation, development and maintenance of small business relationships, database searches, participation in small business outreach events, and collaboration with acquisition professionals and commodity teams. 

This position requires a good understanding of the FAR & DFARS as it relates to the small business program and subcontracting. Analytical skills and capabilities with Microsoft Excel for compilation of semi-annual and other small business reports.
Familiarity and experience in the use of the eSRS system. Familiarity and experience with development and rules on subcontracting plans. Ability to review and advise Proposal teams on SB Participation Plans. Understanding of company services and general knowledge of company capabilities and major programs. Knowledge of the practices and procedures of business development and marketing. Computer skills and working knowledge of MS Word, MS Excel, and MS PowerPoint related software applications. Ability to work in databases and apply search processes in finding information on small businesses. Must be able to continually interface effectively with people on the phone or through video platforms, at trade shows, in meetings and other places, as well as internally. Must possess communication skills, both verbal and written. Willingness and ability to travel out-of-town and locally, to support small business events.

What You Will Do:

  • Gather data and analysis for reporting ISRs, SF294s and SSRs into the eSRS system for the business
  • Maintain reporting documents, files, correspondence, and other appropriate and applicable documents, databases and corresponding logs
  • Provide assistance with Subcontracting plan administration, analysis and reviews of subcontracting goals for the utilization of small businesses in accordance with contract requirements
  • Monitor subcontracting performance to achieve overall subcontracting plan goals
  • Intermittently provide assistance with proposal development, including writing, editing, and reviewing small business participation plans
  • Conduct searches for viable SB teaming partners based on parameters provided by customers, and provides data and analysis reports through the use of various databases, professional contacts, government small business specialists, and other sources of information
  • Recommend SBs that have a strong fit with company requirements for introduction to appropriate managers
  • Participate in, and travel to trade shows, conferences, and meetings with government SB offices, and collect information on capable SBs
  • Respond to small business inquiries and communicate with them as needed
  • Assist with maintenance and updates of the SB database, SB Intranet site and SB webpage
  • Maintain current knowledge of company services and general knowledge of company capabilities and major programs
  • Assist in providing basic training on reporting, subcontracting plans, participation plans, SB resources, tools and processes
  • Participate in Working Groups as needed
  • Perform general administrative duties as needed, including expense claims, travel arrangements, P-Card use and processing, and others
  • Participate in special projects as required and perform all other position-related duties as assigned or requested.
  • Travel out-of-town and locally, to support small business events

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience.
  • Minimum 8 years experience with the small business program, federal contract administration/procurement experience
  • Experience with FAR & DFARS as it relates to the small business program and subcontracting, and experience in the use of the eSRS system
  • Experience with development and rules on subcontracting plans, and reviewing and advising Proposal teams on SB Participation Plans
  • Experience working in databases and applying search processes in finding information on small businesses

Qualifications We Prefer:

  • Experience with Raytheon services and general knowledge of Raytheon capabilities and major programs
  • Experience with the practices and procedures of business development and marketing
  • Experience with MS Word, MS Excel, and MS PowerPoint related software applications.
  • Experience developing professional relationships with management, peers, vendors, subcontractors and customers
  • Experience interfacing with people on the phone or through video platforms, at trade shows, in meetings and other places, as well as internally.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
