Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third-largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft.

MCSF-BI covers 911 acres on the eastern side of Blount Island, plus an extra 333 acres nearby. This facility is vital for keeping Marine Air-Ground Task Forces ready. MCSF-BI has a deep-water slipway and direct access to the Atlantic, allowing for quick loading and unloading of the largest Maritime Prepositioning Force (MPF) ships. This helps deploy combat vehicles and supplies.

Job Summary

The Site Safety and Health Officer (SSHO) is a Level 1, mandatory Key Personnel position whose primary duty is to prepare, implement, and enforce the Contractor's safety program, specifically the Accident Prevention Plan (APP), for all work performed at NAVSTA Mayport, MCSF-BI, and outlying areas. The SSHO must be on-site at all times when work is being performed to administer the safety program and accepted APP. This role ensures full compliance with the US Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, and 29 CFR 1926.16

Roles and Responsibilities   

  • The SSHO is responsible for producing, implementing, and enforcing an Accident Prevention Plan (APP) for assigned program, in accordance with the Company’s Safety and Health Program.

  • Attend pre-work meetings and produce job-specific APP and Activity Hazard Analyses (AHAs), in accordance with Company’s Safety and Health Program.

  • The SSHO is on-duty when work is being performed, overseeing and managing project construction crews, and ensuring that all personnel are following proper safety rules and regulations.

  • Work as member of the project team, including subcontractors, to ensure implementation and continuous monitoring and enforcement of the provisions of the project EM385-1-1, APP and AHA’s.

  • Provide professional support to federal government contracts through health and safety inspection and oversight.

  • Prepare comprehensive reports daily of safety inspections and complete all safety related documentation and paperwork.

  • Coordinate response to on-site emergencies and interface with off-site and on-site emergency response entities.

  • Conduct safety training, including new employee orientations or refresher trainings, and on-the-spot training to all personnel.

  • Work with management team to develop new safety policies, refine existing policies, and modify design requirements and draft construction-related specifications.

  • Ensure that the requirements of 29 CFR 1926.16 are met for Contract requirements.

  • Ensure that they themselves or an equally qualified Designated Representative/alternate shall always be on-site when work is being performed to implement and administer the Contractor's safety program and government-accepted Accident Prevention Plan.

  • Conduct and report mishap investigations and complete required accident reports.

  • Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make them available to the Contracting Officer upon request.

  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.

  • Maintain a list of hazardous chemicals on-site and their material Safety Data Sheets (SDS).

  • Maintain a weekly list of high-hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.

  • Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.

Basic Qualifications  

  • Fulfill all pre-requisite qualifications, training, and experience as described in EM 385-1-1.

  • Ability to serve as primary SSHO for NAVSTA Mayport and MCSF-BI, with flexibility to act as alternate for sister sites.

  • 5 years of Construction Industry safety experience on similar DOD or BOS projects in supervising or managing general industry or construction programs (managing safety programs, processes or conducting hazard analyses and developing controls).

  • A minimum of an OSHA 30-hour Construction Safety Certification (within past 5 years)

  • Current First Aid/CPR/AED Training

  • Must be able to pass DOD security clearance for base access

  • High School Diploma

  • Must have a Bachelor’s degree in Safety, Engineering (any field), Industrial Hygiene, Health Physics, Fire Prevention, or other related scientific fields, based on a four-year course of study from a U.S. or U.K. accredited college or university.

  • Must be fluent in English

  • Must be a U.S. Citizen.

  • Must possess passport book with at least 15 months of remaining validity AND with at least 6 blank visa/stamp pages remaining

  • Must possess driver’s license with at least 6 months of remaining validity

  • Extensive knowledge and experience of the USACE Safety Manual EM385-1-1;

  • Must pass drug screen, criminal and background check.

  • Must maintain competency in IAW EM385-1-1 requirements.

  • Must be trained and qualified to conduct Mishap Investigations per OPNAVINST 5100.23 series and OPNAVINST 5102.1 series.

Preferred qualifications:

  • CSP or CHST certification preferred

  • Ability to train personnel in fall protection, excavation, shoring, scaffolding, and/or confined space preferred
