Site Lead – PACAF Technical Liaison

Leidos is currently seeking a highly adaptable and experienced Site Lead to serve as our on-site technical and operational liaison at PACAF Headquarters. This individual will be the single point of contact, fostering strong relationships with on-site customers while representing our program and ensuring alignment with operational priorities. The ideal candidate possesses a unique blend of Air Force/DoD operational knowledge (wing & AOC/C2), familiarity with software development lifecycles, and proven ability to translate mission needs into prioritized, implementable requirements for software teams.

Core Responsibilities:

  • Serve as the primary on-site technical/operational lead and customer liaison.
  • Maintain a deep understanding of Air Force operations, including wing and AOC command-and-control processes.
  • Elicit, refine, and document operational requirements into user stories and acceptance criteria.
  • Collaborate with software teams to prioritize development based on operational impact and technical feasibility.
  • Provide on-site status reporting and coordinate with remote engineering and PMO teams.
  • Maintain professionalism and adhere to security protocols in a secure environment.

Required Qualifications:

  • Bachelor's degree and 12+ years of experience or a master’s degree with 10+ years of experience. Additional experience may be considered in lieu of a degree.
  • Progressive experience in DoD/Air Force operational environments, systems engineering, requirements development, and/or software programs.
  • Demonstrated understanding of Air Force operational constructs (wing operations and AOC/C2 processes).
  • Working knowledge of software and database design principles (sufficient to discuss tradeoffs with software engineers).
  • Experience working with Agile software development teams (Scrum/Kanban).
  • Strong communication and interpersonal skills; experience interacting with senior leaders.
  • Currently hold and maintain a Secret clearance and comply with on-site security procedures.
  • U.S. Citizen with at least an active DoD Secret clearance and the ability to maintain your clearance during your employment.

Desired Qualifications:

  • Prior service in the U.S. Air Force or direct experience embedded at a DoD/Air Force headquarters or AOC.
  • Experience with command and control software.
  • Understanding of mandatory access control principles in the context of Intelligence Community Information Security Manual (IC ISM) standards and data tagging practices.
  • Working knowledge of the Air Tasking Order (ATO) cycle, including how wing operations interact with and utilize the ATO.
  • Knowledge of DoD acquisition/requirements processes.
  • Experience with requirements management and software development lifecycle tools (e.g., Jira, Confluence).

  • Strong stakeholder management and relationship-building skills.
  • Analytical mindset with the ability to quickly understand operational processes and translate them into concise requirements.
  • Collaborative and able to interface effectively across product management, engineering, QA, and operations.
  • Strong judgment in prioritization under resource constraints.

Pay Range:

Pay Range $116,350.00 - $210,325.00
