1. Implementation of company HSE & IMS policies and procedures:
_Coordinate with ALAR HSE manager and ensure the implementation of the company HSE/IMS plan.
_Provide support to facility manager and site team in all related HSE aspects to ensure that all HSE objectives are met.
_Ensure the implementation of effective HSE policies, and procedures e.g. Safe Work Permit, Lock Out Tag Out, Confined Space Entry, etc.
_Ensure sites HSE regulatory compliance, as well as comply with customer HSE requirements.
_Performs regular site audits and inspections in different areas.
_Conduct regular HSE Walkthrough, ensure all required corrective and preventive actions are implemented.
_Enforce the implementation of 12 Life Saving Rules within the sites.
_Utilize Qualipro system and update regularly all required site HSE actions and KPIs.
_Maintain the site emergency procedures, ensure all emegency facilities are available and functioning.
_Ensure all required Personal Protective equipment are available and maintained on site as well as all employees and contractors are committed for wearing it.
_Develop all required HSE plan, procedures, risk assessment, JHA, etc for turnaround in coordination with ALAR HSE Manager.
2. Training and Awareness for site personnel:
_Ensure the implementation of site HSE training program for employees and contractors.
_Provide site safety orientation for all new employees, contractors and visitors.
_Communicate the HSE campaigns with all site personnel including contractors and suncontractors.
_Conduct regular emergency site drills, ensure the readiness of site emergency and rescue team.
_Conduct regular HSE Meeting with employees and contractors.
_Ensure the site employees are trained on Behavioral Safety Visit (BSV) and the required BSV target achieved.
3. Accident/Incident investigation and reporting:
_Ensure reporting of all accidents and incidents within the required time according to the company procedure.
_Investigate all Accident and incidents following the root cause methodolgy, develop action plan and communicate all lessons learned with the site team in order to prevent its recurrence.
_Maintain a tracking list for all incidents, near misses and unsafe observations, ensure all required corrective and preventive actions are implemented within its time frame.
4. Industrial Risk Management:
_Support the facility manager in identifying all hazards exist in the site, put together all required mitigation measures.
_Lead and conduct the Job Hazard Analysis (JHA) when required for all routine and non routine activities, ensure all residual risks are in accesptable area.
_Participate, when required, in the Risk Assessement review for operation and for new projects e.g. ARA, PRI, PRA, etc.
_Participate in the ready for start up review, ensure the readiness of all safety related aspects.
_Ensure EIS management file is available, identified on site, and all required operation and maintenance procedures are developed.
5. Provides a role model:

- Provides candid constructive input to management decisions and actively support those decisions
- Insists on adherence to administrative and operational policies and procedures.
Education:
Bachelors in chemical engineering or institution degree
Experience:
3-5 years of experience in HSE
Training or certification:
OSHA certified, HAZCOM training, Fire Marchal, Risk assessment, ISO training
