Site Construction Process Owner (SCPO)
The Site Construction Process Owner (SCPO) is the process owner for construction strategies, execution plans, and technologies for the site.
Functional Accountability
The Site Construction Process Owner has functional accountability for construction execution of all projects on site, as well as general construction operations. The SCPO reports through the site organization. Construction Management customers include:
Responsibilities
The Site Construction Process Owner has the following responsibilities:
Develop and maintain the site’s construction capability to match the workload requirements. This capability includes capable P&G resources, systems, procedures and capable contractors;
Manage the construction contracting strategy process for the site, which includes pre- qualifying contractors and maintaining the appropriate labor posture
Manage site construction to comply with P&G Capital Management SOPs, which includes Internal Controls procedures and the reporting of safety results
Serve as process owner for site construction, represent P&G needs, define accepted results, deliver the constructed product per the drawings & specifications, interpret contract documents, assure the construction organization has necessary resources, and ensure consistent use of site practices as defined by the Job Procedure Manual or other similar document
Be a key member of the site construction team, and establish an effective relationship with the contractor’s Project Manager;
Develop and maintain effective communications between the construction and engineering organizations, including establishing effective constructability and construction completion processes
Manage the interface between the construction organization and the plant; establish & maintain a Plant Construction Agreement and serve as the contractor’s contact within the plant organization;
Develop and maintain a good working relationship between the construction organization and the Startup Team;
Maintain effective customer/supplier relationships with the Site Capital Systems Manager, Site Project Managers, the GBU (or Area GBU) Construction Manager and the Plant Technical Systems Manager/ Plant Engineer;
Serve as the interface point for work with various outside agencies, such as railroads, highway departments, utilities, building departments, and community organizations;
Assure that the construction is being managed in the most cost-effective manner and the actual costs of the construction are being accurately reported and predicted;
Participate in schedule planning; assure adequate coordination with engineering, procurement, startup functions, and other P&G resources;
Audit the contractor’s use of good safety practices; provide a safe workplace for the P&G employees at the site; protect P&G assets;
Assure P&G receives optimum quality by working with engineering to generate the right specifications, planning for quality in contractor selection, developing a quality control program with engineering and manufacturing concurrence, having contractor perform appropriate amount of quality measuring to ensure good results, and contributing to problem solving in case of deviations;
Assure that P&G Purchasing is appropriately involved in contractor’s buying procedures; assure the contractor is using the agreed buying procedures (including insurance & bonding requirements); monitor purchases to assure they are required and P&G is receiving the best value;
Enforce P&G policies on scheduled overtime; support union bargaining agreements; assure that the contractor is taking full advantage of its management rights and plan for potential disruptions because of contract expirations;
Serve as principle leader of CCIP and CSPA Process & Improvement Programs for the site; and
Represent the site in the P&G Construction Community of Practice and participate in GBU network construction activities.
Provide mentoring, coaching and direction to site construction practitioners
Report construction measures to the P&G database such as safety, construction savings and other regional measures specified by the GBU Construction Manager
Job Qualifications
Mastery
The GCLT recommended minimum mastery for Site Construction Process Owners is Fundamental Construction certification or able to achieve Fundamental in about a year of assuming the role. For sites that have a large capital workload, the SCPO should be certified at Advanced or working towards achieving Advanced in about a year.
