Houston, TX (HO) - ManagementThis role involves ensuring customer , terminal and loading and unloading sites serviced by Airgas Merchant Gases bulk drivers meet deliverability criteria prior to a contractual agreement or delivery commitment via a Site Survey Review Process.. In addition, this role manages mitigation of potential delivery risks (PDRS) identified at existing delivery sites which may cause injury, property or equipment damage. The role requires close collaboration with Airgas region personnel to ensure site safety criteria are fully understood, primarily safe and consistent ingress, egress and site maneuverability. This person is responsible for escalation of unresolved delivery risks and site acceptance issues. This person is responsible for reporting and analysis on and improvement of both the Site Survey and PDRS processes.

Site Survey and PDRS
Compliance Management: Provide oversight and ensure compliance with all applicable federal, state, and local legislation, including regulations from the Department of Transportation (DOT) and the Bulk Installation Manual. Policy Development: Develop and communicate clear policies and procedures to ensure compliance and promote best practices for the overall safety and health of all transportation employees.
Expert Guidance: Act as the Subject Matter Expert (SME), providing consultative guidance and information to Division and Distribution leadership on Site Survey and PDRS challenges and risks.
Auditing & Corrective Action: Perform random audits/inspections of delivery sites to assure agreed upon corrective actions have been addressed.
Safety & Training Initiatives
Training Program Development: Identify company safety training needs related to delivery site risk and hazard awareness and develop comprehensive safety training programs.
Employee Training: Train regional personnel on the Site Survey and PDRS Processes.
Risk Mitigation: Prioritize and coordinate physical site surveys of potential customer sites.Accident Prevention: Develop and coordinate appropriate intervention activities to reduce motor vehicle accidents and injuries across the fleet.
Incident Investigation: Lead Root Cause Analysis for potential serious safety incidents to prevent future occurrences.
Strategic Leadership & Collaboration
Strategic Goal Alignment: Drive the establishment of both strategic and short-term goals for the Fleet Safety and Compliance group, ensuring they align with and support the broader goals of the Bulk Distribution Group.
Auditor Calibration: Calibrate Transportation and Security Auditors to ensure consistent audit performance and effective closure of identified gaps.
Cross-Functional Support: Support regular communications with internal customers to calibrate support expectations and collaborate on initiatives.
Leadership Consulting: Provide consultative guidance to leadership teams on performance, priorities, and costs related to DOT
Required Qualifications and Competencies:
MINIMUM QUALIFICATIONS:

Required Length & Type of Experience:
3+ years Transportation industry experience.
Maintain all training and qualification requirements.
Demonstrated leadership capabilities and capacity to change organizational culture as it relates to HSEQ.
Self-directed scheduling of travel and locations to meet needs of business and regulatory compliance
Must be willing to travel up to 50%.
Ability to process high volume and urgent requests in a timely manner.
Knowledge, Skills & Abilities:
Strong Product line knowledge of industrial gas equipment.
Possess excellent written and verbal communications with all internal and external customers
Facilitate group training sessions as needed
Must be computer literate: medium level of proficiency in Google Suite Applications.
Must be familiar with Truck Routing Diagrams such as WB62
Ability to leverage technology to generate and analyze reports.

Preferred Qualifications and Competencies:
Bachelor’s level degree in environmental sciences, engineering, safety or related discipline.
3+ years Fleet Safety experience.
