Job Summary: This position is located within the Roseburg VA Health Care System (RVAHCS), Environmental Management Service (EMS) as part of the Interior Design Program. The incumbent is responsible for preparing, planning, and designing a variety of two and three-dimensional graphics, logos, maps and signs that identify, direct, inform, interpret and visually enhance the environment using design processes common to the environmental graphic design. Position reports to the EMS Assistant Chief.

Major Duties:

  • Major duties and responsibilities include: Responsible for planning, prioritizing, budgeting, and scheduling work and equipment requirements Communicates with internal customers, vendors and facility Interior Designer to ensure finished designs are in accordance with established Facility Health Care Design Standards Reviews incoming work orders to assess material and manpower requirements Initiates requisitions for supplies and materials required for the fabrication of signs and manages inventory levels to assure adequate supplies to meet variable workload Researches new materials and production methods that will improve the quality and longevity of signs Studies requirements purposes, technical specifications, cost limitations, available materials, and methods of production to lower costs; determines labor and material costs Conducts research and site visits, review campus, site and/or facility drawings, renderings and other documents to understand existing conditions and determine effective wayfinding and signage solutions Plans, designs, and lays out reflective and non-reflective signs for outdoor and indoor use on metal, plastic, and other surfaces Reviews layouts and proofreads materials to ensure accuracy, design effectiveness, compliance with zoning requirements and existing standards if applicable Works with Facilities Management Service (FMS) Project Management Engineers on development and integrating signage and wayfinding into interior design and scope of construction projects and renovation projects Manages requests to replace/update existing project or departmental signs; including design or revisions of existing signage that hold historical characteristics Produces a variety of signs, posters, maps and displays for interior and exterior use Uses a variety of techniques including freehand, computer lettering, machine cut lettering, stenciling, and spray painting such as traffic, warning, directional identification, organization, and building instructional and specialevent signs for exterior use Performs preventive maintenance on existing signs straightening, bending, or replacing, as needed, ensuring each sign remains clear, legible, and reflective Checks to ensure the sign surface is not opened, cracked, or separated from the sign face Determines need for special tools used in the construction of signs Troubleshoots problems with hardware, software, and sign making systems; coordinates repairs with manufacturers and technical service representatives Recommends purchase of new equipment when such is required. Confers with bidders for surplus scrap aluminum Cuts and prepares metal backing and uses squeeze roll applicator to adhere various types of adhesive vinyl and film sheeting Uses hand tools, applicators, and other equipment to apply film and die-cut letters Uses the Graphix Design Station consisting of a personal computer, design board, video terminal and Graphic Design computer software Uses advanced design software and PC to operate Plotter and thermal printer for designs such as federal department seals, decals, graphics, and various sizes and styles of vinyl lettering Uses PC and design program to set up project parameters for lettering and digitized designs such as letter style, size, spacing, justification; uses special functions to reverse letters, arc letters, automatic numbering, repeat function, etc. Uses one of several silk-screening methods to make signs requiring more than 10-12 copies Performs manual lettering and design work as required Signs are installed as the following processes: Vinyl applications to structures, windows, building interiors, and vehicles, fastened or secured to building interior or exterior, installation of free-standing signs requiring permanent installation with cement, or carpentry constructed frame exterior mounted frame Serves as Subject Matter Expert for projects that involve signage and wayfinding Collects, manages and keeps an updated spreadsheet with all information required for signagerequisitions/Purchase Orders Manages and maintains sign request on SharePoint Performs other duties in the assistance of the Interior Designer Work Schedule: Monday-Friday; 7:30am-4:00pm PST Position Description Title/PD#: Sign Painter/PD305700 Critical Skills Incentive (CSI): Not approved. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/24/2026. The screen-out for this announcement is the ability to perform the work of a Sign Painter without more than normal supervision, including the full range of duties, to include: reviewing incoming work orders to determine material and manpower requirements. Plans, designs, and lays out reflective and non-reflective signs for both indoor and outdoor use on metal, plastic, and other surfaces. Produces a variety of signs, posters, maps, and displays for interior and exterior use, either manually or using computerized graphics programs. Performs preventive maintenance on existing signs, including straightening, bending, or replacing as needed. Prepares surfaces and installs signs on structures, windows, and building interiors or exteriors. Collects and manages information for signage requisitions and purchase orders, maintaining an up-to-date spreadsheet. Operates a thermal printer, plotter, and flatbed scanner. Physical Requirements: Work requires continual movement of hand and arm, standing, reaching, and bending, as well as lifting materials up to 5 kilograms (10 pounds). Occasionally, some projects may require heavier effort in doing tasks such as erecting signs or displays, kneeling to letter vehicles and equipment or climbing ladders. At times, sign painters may handle items up to 18 kilograms (40 pounds). Operates a motor vehicle and operates controls to start, stop, back-up and drive vehicle. Subject to the possibility of cuts, bruises, and irritation of the eyes or skin from exposure to fumes, and solvents, or paints. Working Conditions: Most work is performed indoors in adequately lighted and heated shops, although some is performed outdoors in fair weather. Some outdoor projects may require work near moving vehicles, from ladders, and creates the possibility of falls. Employee is subject to the possibility of cuts, bruises, and irritation of eyes and skin from exposure to fumes, solvents, or paints.
