Job Summary

Under general direction, supervises assigned personnel and the juveniles at the Juvenile Detention Home; responsible for overseeing all facets of program activities by performing the following duties.

Job Description

Safety-Sensitive Position: Yes (as defined under Oklahoma Statute Title 63 § 427.8)

All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.

EXAMPLES OF WORK PERFORMED

  • Responsible for maintaining compliance with safety and security requirements as defined by 10 O.S. 7304-1.3(C) (Standards for Licensing) and OAC 377:3-13-44 (Requirements for Secure Juvenile Detention Facilities).
  • Responsible for the daily supervision of the Detention Counselors, Main Control Operators, Cook staff, Interns and volunteers.
  • Responsible for planning and leading regular shift meetings.
  • Participate in all staff meetings and administrative meetings.
  • Create, implement and supervise programs and activities for the residents.
  • Report as soon as possible, any shift emergency or matter of consequence to administrative staff on-call and/or Chief of Detention Operations.
  • Cover any shift as a result of an emergency.
  • Subject to recall on a 24-hour basis and serve in an on-call support role for subordinates.
  • Confer and make judgements on all resident grievances and room confinements when required.
  • Assists with documentation of American Correctional Association (ACA) standards.
  • Performs other duties as assigned.

Skill in supervising the work of others; in counseling groups and individuals; in interviewing and training employees; in planning, assigning and directing the work of others; in appraising performance; in rewarding and disciplining employees; in addressing complaints and resolving problems; and in developing programs and activities. 

Knowledge of the principles and practices of sociology and public administration; of departmental policies and procedures; of supervisory principles and practices; and of personal computers. 

Ability to schedule, organize, and supervise the work of others; to organize and present facts and opinions clearly and concisely; and to develop social skills in others in an authoritative setting.

SUPERVISORY RESPONSIBILITIES

Manages 2 subordinate supervisors who supervise up to 20 0 employees in the Juvenile Detention department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Education equivalent to graduation from an accredited four year college or university with a degree in sociology, psychology, or a related field, and two years of satisfactory, full-time paid employment in social work, corrections, or closely related work, including one year of supervisory experience or any equivalent combination of education and experience, substituting one additional year of work experience for one year of education with a maximum substitution of four years.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

COMPUTER SKILLS

To perform this job successfully, an individual should have knowledge of Human Resources software, Internet software and Word Processing software.

CERTIFICATES, LICENSES, REGISTRATIONS

Ability to obtain First Aid & CPR Certifications (training provided by Detention Home) 

Ability to receive certification in Handle with Care (training provided by Detention Home) 

Ability to receive Use of Force Certification (training provided by Detention Home) 

Must be at least 21 years of age- defined by Oklahoma Administrative Code § 377:3-13-43 

PHYSICAL DEMANDS

The employee must respond and react to flight and fight encounters with detained residents.  The employee is frequently required to stand; walk and sit.  The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl and taste or smell. The employee is occasionally required to physically restrain and secure one or more individuals to prevent escape, and to protect the individuals, and/or other residents, co-workers, or the public from harm, physical violence, or injury.  The employee is occasionally required to restrain male or female residents in excess of 200 pounds in stature up to 6'6"; and must assist in picking up and carrying restrained individuals to secure the room.  The employee must regularly lift and /or move up to 10 pounds, frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee is regularly exposed to HIV, TB, HDV and other blood borne pathogens, and outdoor weather conditions.  The employee is frequently exposed to wet or humid conditions (non-weather), fumes or airborne particles, and toxic or caustic chemicals. The employee is occasionally exposed to working near moving mechanical parts, working in high precarious places, extreme cold (non-weather), extreme heat (non-weather), risk of electrical shock, and vibration. The noise level in the work environment is usually moderate.
