ServiceNow Developer (Public Trust Required)

ICF is seeking a ServiceNow Developer to design, develop, and enhance solutions on the ServiceNow platform in support of client‑facing initiatives. This role supports modern, scalable implementations across multiple ServiceNow modules and works as part of an Agile delivery team to deliver high‑quality, maintainable solutions in a consulting environment.

Job Location: This position requires that the job be performed in the United States. If you accept this position, you should note that ICF monitors employee work locations and blocks access from foreign locations/foreign IP addresses and also prohibits personal VPN connections.

  • You may be asked to work on the client site in Woodlawn, MD.
  • Core work hours are 9am–3pm Eastern Time, with flexibility to start earlier or work later.

What You Will Do

  • Design, configure, develop, and maintain ServiceNow solutions across supported modules and workflows.
  • Build and enhance ServiceNow components including Client Scripts, Business Rules, Script Includes, UI Policies, UI Actions, and Flow Designer workflows.
  • Develop and support workflows related to workplace requests, work orders, inspections, incidents, corrective actions, and approvals.
  • Participate in Agile ceremonies such as daily stand‑ups, sprint planning, backlog refinement, and retrospectives.
  • Troubleshoot and resolve defects and performance issues across development and test environments and support production releases as needed.
  • Build and support integrations between ServiceNow and external systems using REST/SOAP APIs, IntegrationHub, email actions, and MID Server.
  • Contribute to technical documentation and support solution demonstrations and reviews with project teams and clients.
  • Follow established development standards, governance practices, and upgrade‑safe configuration guidelines.

Required Basic Qualifications

  • Bachelor’s degree in a related field.
  • 6+ years of experience as a software developer, ServiceNow developer, or ServiceNow administrator.
  • Experience with ServiceNow configuration, customization, and scripting.
  • Solid JavaScript skills and knowledge of ServiceNow APIs.
  • Experience working in Agile or Scrum‑based development environments.
  • Ability to work independently on assigned development tasks while collaborating effectively with a team.
  • Ability to obtain and maintain a Public Trust clearance.
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.

Preferred Qualifications

  • ServiceNow System Administrator certification.
  • Experience supporting physical security or facilities‑related workflows, including the SAFE suite of physical security applications, workflows, and associated processes.
  • Experience with identity and access management concepts, including roles and ACLs.
  • Familiarity with accessibility and usability best practices, including Section 508 considerations.
  • Experience using Agile work management tools such as JIRA, Confluence, or similar platforms.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$98,614.00 - $167,644.00
