Northrop Grumman Defense Systems is seeking to hire a Program Control Manager 2 to join its team of diverse and qualified individuals. This position will be located in Roy, UT and will support the Sentinel (GBSD) program in the Strategic Deterrent Systems (SDS) division. Northrop Grumman supports the Air Force’s sustainment, development, production and deployment of hardware and system modifications for Intercontinental Ballistic Missile (ICBM) Ground and Airborne Launch Control Systems, Launch Facilities and associated infrastructure.

Roles and Responsibilities

  • Lead a team of Program Control Analysts in executing a broad scope of business management activities to support program execution and compliance
  • Provide financial business analysis and reporting with the ability to clearly communicate with senior management as it relates to financial program status and analyses

  • Collaboration with CAMs, element and segment/ program leadership

  • Develop business strategy and forecasting, through internal or external deliverables such as the Long Range Strategic Plan (LRSP) and the Annual Operating Plan (AOP)

  • Oversee key line forecasting, work authorization, implementation of program budgeting, risk management, estimate at complete development, and various financial reporting activities

  • Interface with diverse functional areas to ensure risks are understood and financial performance is achieved

  • Support proposal activities from a financial and strategic perspective

  • Develop professional talent

  • Lead and support internal and external program audits

  • Interface with program and customer leadership on contract execution (CDRL submittals, funding requirements, invoicing, etc.)

Basic Qualifications

  • Requires US Citizenship and an active U.S. Government DoD Secret Security clearance and the ability to obtain special program access
  • Requires a bachelor’s degree with 8 years of related experience; 6 years with a master's degree; or 12 years of related experience may be accepted with a HS Diploma (or equivalent) in lieu of a degree
  • Requires experience leading teams to successful outcomes

  • Requires experience managing people

  • Requires experience with Microsoft Office suite, with added emphasis on advanced Excel data analysis competency

  • Requires experience in establishing a program baseline or significant experience in developing time-phased pricing or estimating forecasts

Preferred Qualifications

  • Extensive knowledge of Earned Value Management Systems (EVMS) and Compliance
  • Experience operating within highly compliant business environments (e.g., Earned Value Management, TINA Compliant Cost Estimating, FAR/DFARS required Contracting, CAS)

  • Experience with Earned Value cost/schedule reporting (e.g., IPMDARs, IPMRs, CFSRs, and CCDR/CSDRs)

  • Experience preparing and presenting financial analysis to team and/or management

  • Experience using SAP, Deltek COBRA cost management, and Microsoft Project software tools

  • Extensive knowledge of program execution for cost and compliance

This position’s standard work schedule is 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.

Primary Level Salary Range: $126,600.00 - $189,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
