FHI 360 Vietnam is seeking a qualified and motivated Vietnamese candidate to serve as a (Senior)Technical Officer, Health Information System (HIS) based in our office in Hanoi.
Main responsibilities:
The (Senior) Technical Officer will play a key role in strengthening Health Information System (HIS) for the HIV and TB programs. This position will support the effective operation, maintenance, and use of facility- and national-level health data systems essential for patient management, program monitoring, and data-driven decision-making.
The (Senior) Officer will work closely with government partners, software developers, and project teams to ensure HIV, TB and other health program data are fully integrated within national digital health platforms, while also promoting the use of high-quality data for program improvement. Specific responsibilities may include but are not limited to the following:
System Development and Integration: Collaborate with government partners, software developers, and program teams to support the development, integration, and enhancement of TB and HIV data within national health information systems.
Technical Translation: Translate TB and HIV programmatic and reporting needs into system specifications and data standards and liaise with software developers to ensure proper implementation.
Data Quality Assurance: Conduct data quality assessments, troubleshoot discrepancies, and support national and subnational partners to improve data quality in TB and HIV information systems.
Capacity Building: Work with government partners to design and deliver training for health facilities and provincial staff on system use, data quality assurance, and data-driven decision-making.
Stakeholder Engagement: Serve as the primary focal point for engagement with government counterparts on TB and HIV to strengthen, fostering collaboration, coordination, and national ownership.
Representation and Coordination: Represent the project in technical working groups, coordination meetings, workshops and field trips.
Data Use for Action: Promote the use of routine TB and HIV data for program review, planning, and evidence-based decision-making at facility, provincial, and national levels.
Cross-Cutting Collaboration: Cultivate strong working relationships across FHI 360 programs and units, Government of Vietnam institutions, USG, and other key stakeholders, providing technical support as needed.
Other Duties: Perform other relevant tasks as assigned to advance project objectives and outcomes.
Experience and abilities for the position:
Bachelor’s degree in HIS, public health, or related fields with at least two years of working experience. Master’s degree preferred.
3 years’ experience in HIS activities including developing systems and tools for data collection, analysis and presentation.
Knowledge and experience in both TB and HIV program reporting requirements is asset.
Ability to work well with all project staff, implementing agencies, GVN counterparts, donor agencies
Highly responsible, organized person that pays attention to details.
Ability to work under pressure, meet deadlines, and achieve ambitious results.
Well-developed written and oral communication skills in both Vietnamese and English
Ability to travel as necessary.
