Senior Technical Officer, Monitoring & Evaluation and Strategic Information

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by the U.S. Department of State for the period of 2019–2027. EpiC is led by FHI 360 with core partners— Right to Care, Palladium International, and Population Services International — and draws upon regional and local partners and expertise. The project delivers high-quality technical support at the community, facility, district, regional and national levels, and builds relationships with relevant stakeholders similarly working to address health security issues. EpiC leverages a deep bench of country-based clinical, program, and community experts to respond quickly and effectively to program, technical, and procurement needs.

The U.S. Department of State in Indonesia will support EpiC to implement a Global Health Security (GHS) project for the period of October 1, 2025 – September 30, 2026. The EpiC Indonesia GHS project will be led by a dedicated team based in Jakarta and supported by staff in three proposed target provinces, with additional program support by FHI 360’s network of U.S. and international experts.

EpiC will also closely collaborate with the Indonesia GHS STRIDES (STRengthening Infectious disease DEtection Systems) team (led by FHI 360), whose work will primarily focus on animal health activities and cross-sector coordination. In partnership with STRIDES, EpiC will align and synchronize animal and human health interventions to maximize efficiencies and support a unified multisectoral approach. To ensure activity longevity and government ownership, STRIDES and EpiC will work with GoI counterparts to develop a transition plan that promotes cost-sharing, shared responsibilities, and replication of best practices at national and subnational levels.

Job Summary:

The Senior M&E/SI Technical Officer will be responsible for providing technical leadership in all monitoring, evaluation and learning (MEL) components of the EpiC GHS project in Indonesia.  S/he will be responsible for the development, implementation and management of the EpiC MEL strategies and annual plans.  This includes indicator target setting, project monitoring and data quality audits, continual quality improvement, operational research and surveillance that serve to inform and optimize evidence-based programming, advocacy and communications for an effective health emergency response. 

  

Accountabilities:

  • Ensures that programs are well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, government, and partners
  • Provides ME/SI technical leadership, leads capacity building efforts for Government of Indonesia, facility and civil society organization partners, and transfers ME/SI technical capacity to local partners and program staff, as appropriate
  • Supports continual quality improvement (CQI) processes across EpiC GHS technical units, and Government entities, in strategic technical areas.  Leads and participates in CQI and other quality assurance and improvement exercises, including standards settings, regular measurement of performance according to those standards, and collaborative reviews to assess programmatic results
  • Advises on appropriate M&E systems strengthening priorities for Indonesia’s emergency outbreak preparedness and response
  • Manages M&E/SI activities related to performance, including M&E design; selection and measurement of appropriate indicators; development of appropriate M&E recording and reporting forms and mechanisms; recording and reporting of project data into the FHI 360 PULSE platform; data quality assurance processes and systems; appropriate data analysis; and appropriate dissemination or results
  • Works with relevant stakeholders to enhance data use in advocacy and in decision-making related to optimal strategies and interventions
  • Supports data visualization and data-driven communications efforts across the project
  • Manages the project ME/SI team(s) and consultants
  • Develops and monitor ME/SI project budgets
  • Reports regularly to the EpiC Deputy Director and the Associate Director, GHS on the progress and status of EpiC activities in Indonesia
  • Stays current and up to date on GHS programming and reporting
  • Leads and collaborates with partners to present and publish results of evaluations, special studies or routine program data at relevant conferences and in peer-reviewed journals
  • Coordinates international and local technical support as needed to help ensure successful program execution
  • Performs other relevant duties as requested.

Minimum Requirements:

  • Degree in statistics/biostatistics, mathematic, public health, epidemiology, evaluation science or other related fields required
  • Minimum 5 years of relevant work experience, with demonstrated M&E/SI experience in health
  • Proven capacity to ensure data quality and M&E rigor
  • Demonstrated ability to work effectively with national and subnational government representatives, communities, civil society, and other stakeholders
  • Demonstrated ability to strengthen the capability of partners on M&E
  • Demonstrated ability to coordinate monitoring, learning, and evaluation processes across multiple technical offices, local stakeholders and geographic regions
  • Mastery of the design and implementation of qualitative and quantitative data collection methodologies and systems, and experience with CQI processes
  • Demonstrated data analysis, visualization and report writing skills
  • Demonstrated ability to develop dashboard with real time application (looker studio, power bi)
  • Well-developed written and oral communication skills in both Bahasa Indonesian and English
