Job Purpose:

World Vision is an international Christian relief, development, and advocacy organisation working in nearly 100 countries worldwide to create lasting change in the lives of children, families, and communities, enabling them to overcome poverty and injustice. As part of its commitment to protecting children and promoting their well-being, World Vision in Kenya is seeking a highly qualified End Child Marriage (ECM) Technical Manager to join the Big Dream End Child Marriage (BDECM) Program to be based in Nairobi National Office.

The Senior Technical Manager will provide technical support to Implementation, External Engagement/Learning, and Capacity Building.  S/he shall have depth and breadth of technical expertise and experience in program management, design and implementation of World Vision project models and related capacity strengthening. The Senior Technical Manager is to ensure that programming is in alignment with WV and international best practices. The position is expected to provide technical support and guidance to the ECM Field Offices on ECM program, quality benchmarks, current and emerging child protection trends, issues and best practices to enhance the effectiveness and impact of ECM interventions.

Responsibilities:

Project Management and Technical support for child protection programming and Implementation

  • Provide technical support and guidance in the design and implementation of WVs child protection project approaches/models and ensure that they are in alignment with WV’s global strategy, considering field contexts of our field offices.
  • Provide overall technical and administrative support to the field Managers to ensure ECM is implemented within the various contexts in collaborative manner for impact.
  • Ensure WV technical approaches/models and strategies are known by Child Protection Officers and Project leaders and guide FO on how the project technical strategies are implemented.
  • Ensure training and fidelity of implementation of child protection models and proper adherence to phasing and sequencing implementation plan
  • Ensure technical approaches, promoted methodology and tools are designed to meet WV’s ministry goals as well as donor sector strategies.
  • Work with program and M&E Leads to develop evidence-building strategies that strengthen delivery of WV approaches.
  • Ensure technical implementation of programming is aligned with the overall goal of ECM Program.
  • Conducts field support in accordance with the implementation plan, monitoring and evaluation plan and in coordination with the ECM Director and other Project staff.
  • Identify and communicate program quality concerns early to ensure swift resolution; escalate program quality concerns appropriately to ECM Director and other key stakeholders.

Capacity Strengthening

  • Oversee the development and implementation of technical capacity building plan for FO staff.
  • Provide guidance, capacity building and technical support to ECM FOs in their implementation and monitoring of the World Vision models.
  • Act as Technical Lead to build the capacity and positioning of ECM Field Offices in integrated implementation of the five key program pillars.
  • Develop and conduct training in program methodologies and concepts.
  • Provide follow-on expertise for technical assistance to FOs, as required.
  • Support qualitative monitoring of program interventions in coordination with M&E colleagues.

External Engagements

  • Provide technical  support in child protection dialogues, external engagement and strategic positioning.
  • Proactively seek opportunities for external engagement and technical branding of project learnings and achievements.
  • Provide technical support in strategic networks, engaging as ‘technical expert’ with priority stakeholders.
  • Contribute to or participate in assessments, surveys or evaluations as necessary for standards setting. 
  • Support the coordination of the learning agenda (with consultant and M & E colleagues)
  • Work with program and M&E Leads to disseminate best practice and learning.
  • Coordinate adaptive management learning and reflection (CLA) together with MEL staff.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Technical skills:  Specialist experience in child protection, prevention of sexual exploitation and abuse (PSEA), gender-based violence (GBV)
  • Strong Project Management skills
  • Experience: 8 years of ECM technical  experience  in an international NGO; with 4 years’ + experience in overseeing child protection, and / PSEA, GBV work as a team lead
  • Strong Country and multi-community understanding of child marriage issues in Kenya
  • Other: strong relationship building/network capacity, excellent communication skills, spiritual maturity in Christian faith, ability to influence, innovative, and proactive personality.

Required Education

  • Bachelor’s degree in Sociology, Development studies, human rights, International development or equivalent in technical area, or field/practical experience working with situations of policy formation, guidance and implementation preferred

Preferred Knowledge & Qualifications:

  • Strong understanding of global strategies and frameworks to end violence against children and child marriage.
  • Experience with research and development of programming models
  • Strong communication skills, particularly advanced writing skills as shown through technical documents, thought pieces and proposals and report writing skills for a variety of stakeholders
  • Excellent writing skills as shown through technical documents, thought pieces, and proposals
  • Strong workshop facilitation skills
  • Ability to build relationships cross culturally as well as motivate and develop staff
  • Experience leading a community of practice
  • Consistently demonstrates high-level influence and strategic engagement skills and tactical savvy in delivery of technical assistance.
  • Expertise in designing, piloting, and evaluating innovative tools to advance ending child marriage.
  • Ability to use data and evidence to inform programming and innovation.

Work Environment

Office based environment with frequent travel to the field.
