Currently, we are seeking suitably qualified candidates to fill in Senior Technical Advisor (STA), Health Management Information Systems (HMIS) in Dar es salaam for its EpiC project in Tanzania.

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project dedicated to achieving and maintaining HIV epidemic control by providing strategic technical assistance and delivery of lifesaving activities to achieve HIV epidemic control and promote self-reliant management of national HIV programs by improving HIV case finding, treatment programming, and viral load suppression.

Job Summary:

The STA, HMIS will lead the optimization, and maintenance and targeted enhancement of health information systems, databases, and software applications supporting HIV and AIDS programs, working closely with project teams and government stakeholders to ensure effective data management, system integration, and timely, accurate reporting. The role includes providing technical support to EpiC-supported community-based organizations, as well as Police and Prison facilities across Tanzania, to ensure the reliability, security, and optimal performance of electronic data systems.

Additionally, the STA, HMIS will support the Strategic Information (SI) Unit in strengthening Monitoring and Evaluation (M&E) frameworks, enhancing the functionality and use of internal data systems, improving data access and visualization, and ensuring the availability of high-quality data for tracking key program performance indicators.

  

Accountabilities:

The STAHMIS will collaborate closely with the SI team and other project staff to support the optimization, maintenance, and effective utilization of health information systems for HIV and AIDS programs.

Key Responsibilities:

  • Lead the optimization, customization, and maintenance of project-supported health information systems and software applications, including DHIS2 Tracker, Unified Community Systems (UCS), Infolink, CTC databases and other program databases

  • Facilitate interoperability and data integration across systems.

  • Ensure optimal functionality, security, accessibility and performance of all managed databases and information systems.

  • Implement data backup, recovery, and performance optimization procedures.

  • Oversee inventory and proper functioning of data management devices (e.g., tablets, computers, servers) in collaboration with IT staff.

  • Support system upgrades and new implementations aligned with national HIV and AIDS data policies.

Data Systems Integration and Data Management

  • Facilitate data exchange, harmonization and support triangulation of data across HMIS platforms (CTC2 database, UCS, DHIS2, Infolink, Monthly Portal, DATIM) to ensure consistent reporting and interpretation of data.

  • Provide technical assistance and training to users, civil society organizations (CSOs), and facility partners on database administration and M&E systems.

  • Generate DATIM import files, review data, and collaborate with Regional SI Officers for feedback and resolution.

Data Visualization and Automated Reporting

  • Develop automated reporting tools and dashboards to visualize program performance.

  • Mentor regional teams and project staff to strengthen data access, entry, analysis, and utilization.

  • Guide and support partners in configuring and standardizing indicator definitions, calculations, and reporting.

  • Support the SI unit, technical and regional teams in the analysis of weekly, monthly, and quarterly reports, with a focus on data quality assurance, cross-system data consistency and identification of system and reporting gaps.

  •  Identify implementation bottlenecks, address issues, and enhance overall reporting quality

  • Collaborate closely with government agencies, donors, and implementing partners.

  • Participate in stakeholder’s meetings and contribute to system improvement strategies.

  • Document lessons learned and best practices in Monitoring and Evaluation (M&E) in accordance with U.S. Department of State (DoS) and PEPFAR guidelines.

  • Perform other duties as assigned by the supervisor.

Experienced & Competencies:
  • Proficiency in database technologies such as SQL, MySQL, and PostgreSQL.

  • Experience in software development using Python, Java, PHP, or .NET.C#, C++

  • Proven experience and expertise in DHIS2 system implementation (aggregate and tracker), the effective use of DHIS2 web API for system integration and data exchange

  • Knowledge of health information systems, including DHIS2, EMRs, mobile data collection tools (ODK, Kobo Toolbox), and other HIV/AIDS-related platforms.

  • Familiarity with data security, privacy regulations, and data management policies.

  • Experience providing technical assistance to maintain regional databases and quality information systems.

  • Demonstrated capacity to solve data issues and build the capacity of others within the health system to ensure data quality.

  • Excellent teamwork and communication skills.

  • Ability to exercise independent judgment in correcting data errors and omissions, with a proactive and creative approach to implementing new ideas.

  • Ability to plan, prioritize, and manage multiple projects with accuracy and attention to detail.

  • Adaptability to evolve technologies and changing project needs

Education:

  • Master’s degree in computer science, Software Engineering, IT, Data Science or Public Health Informatics with at least 8 years relevant working experience in database management and software development, with a focus on HIV/AIDS programs at the facility and community level.

The expected hiring salary range for this role is TZS 100,000,000 - 130,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
