The Estimating & Pricing organization under Raytheon Finance, is looking to hire a Senior Supervisor that will support a newly formed Basis of Estimate (BOE) writing team. This team will be responsible for developing compliant, executable, defendable and cost-efficient BOEs in support of unclassified sole source proposals.

The Senior Supervisor will be responsible for managing a centralized team of BOE Writers who will partner with BOE Developers (functional subject matter experts closest to scope execution) to synthesize technical inputs into clear, cohesive, compliant BOEs aligned to internal checklists and proposal requirements. In addition, this role will support the design and implementation of a scalable, process- driven framework that supports automation, reduces manual effort, and enables AI based “human-on-the- loop” execution.

What You Will Do

  • Lead, coach, and manage up to eight BOE Writers (with potential for future expansion)
  • Develop and deliver initial onboarding training for new BOE Writers.
  • Manage remote employees effectively, fostering engagement, collaboration, and high performance.
  • BOE Quality and Oversight
  • Conduct detailed quality reviews of BOEs to ensure compliance with internal checklists and proposal requirements.
  • Validate that technical inputs from BOE Developers are accurately translated into structured and compliant documentation.
  • Identify trends, recurring gaps, and opportunities to improve quality and efficiency.
  • Serve as escalation point for complex or high-visibility proposals.
  • Process Design, Automation & Continuous Improvement
  • Help implement a standardized BOE writing framework that improves compliance, efficiency, and repeatability.
  • Support automation initiatives to reduce manual effort and variability in the BOE process.
  • Manage metrics and reporting measurements on performance, cycle time, quality and efficiency improvements.
  • Create documentation, playbooks, templates, and best practice guides.
  • Support key CORE Project initiatives around the Proposal process.

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years experience.
  • Experience working within Finance, Estimating & Pricing, Proposals, or similarly structured compliance-driven environments.

  • Experience training, onboarding, and/or mentoring early-career or newly hired employees.
  • Strong process orientation with experience building structured, repeatable work steps.
  • Excellent written communication skills with the ability to synthesize complex technical inputs into clear, cohesive documentation.
  • Strong organizational skills and ability to manage multiple priorities in a deadline-driven environment.
  • Experience managing and developing employees, including remote team management.
  • Strong coaching and development mindset.

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
