About Core Modernisation

CoreMod is a major, multi‑year transformation program modernising the Reserve Bank of Australia’s core technology platforms and infrastructure. It underpins the Bank’s ability to operate securely, reliably, and at scale, supporting systems that are critical to Australia’s financial stability and economic wellbeing.

Given the operational importance of these systems, change and release activities under CoreMod require strong governance, disciplined execution, and careful risk management, while still enabling delivery at pace.

About the role

A senior leadership role accountable for release and change management across the CoreMod program. The role ensures complex, high‑risk system changes are delivered safely, efficiently, and predictably, in accordance with RBA service management, risk, and audit requirements.

This role combines hands‑on accountability for release outcomes with ownership of the release management practice, and a strong focus on driving measurable efficiency improvements across Bank change and delivery processes.

Key Responsibilities

  • Own the end‑to‑end release lifecycle for CoreMod changes, from planning through deployment and post‑implementation review

  • Lead and continuously improve the Bank’s CoreMod Release Management operating model, applying ITIL principles pragmatically

  • Drive measurable improvements in approval timelines, throughput, and release predictability

  • Design and embed fit‑for‑purpose release and change workflows that balance delivery speed with governance and audit needs

  • Identify and eliminate process friction, rework, and unnecessary approvals

  • Maintain forward release schedules aligned to program and Bank priorities

  • Manage the release pipeline, proactively resolving conflicts and dependencies

  • Lead release readiness, cutover planning, back‑out strategies, and operational handover

  • Ensure all changes meet RBA Change, Risk, Security, and Compliance requirements

  • Provide clear, timely communication on release status, risks, and decisions

  • Escalate issues with well‑considered options and recommendations

  • Provide leadership and mentoring within the CoreMod Release Team

What success looks like:

  • Predictable, low‑incident releases of core systems

  • Reduced approval and review lead times

  • Low reliance on expedited or emergency change

  • High First‑Time‑Right change and release outcomes

  • Strong stakeholder confidence in release governance

About you

You bring strong technical experience with ServiceNow change management coupled with experience coordinating releases across multiple teams and vendors. Additionally, you will also possess the following:

  • Extensive experience in Release Management within large, complex, or regulated environments

  • Senior‑level leadership experience with ownership of release outcomes and processes

  • Strong knowledge of ITIL Change and Release Management, applied pragmatically

  • Proven track record of delivering measurable operational improvements

  • Exposure to DevOps and CI/CD practices

  • Excellent stakeholder engagement and influencing skills

  • ITIL v3 or ITIL 4 certification (desirable)

  • Experience in financial services, government, or critical‑infrastructure environments (desirable)
