Senior Registration Associate

Organizational Setting and Work Relationships
The Senior Registration Associate assists in the oversight of UNHCR's registration procedures as well as related activities in the operation. The Senior Registration Associate is normally supervised by the Registration Officer. The Senior Registration Associate assists with the implementation of an operation-specific registration strategy, to ensure that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.
The Senior Registration Associate provides day-to-day supervision and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Senior Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning.

Duties
- Assist in the implementation of registration strategies and methodologies for populations of concern.
- Assist in the drafting and implement of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud.
- Assist in the implementation of procedures and systems for continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents.
- Supervise the daily running of the registration team activities, including monitoring staff performance, impacts and outputs.
- Establish linkages with protection units within the office and monitor the timely referral of persons with specific needs for protection follow-up.
- Assist in conducting regular data quality checks to monitor the accuracy of data collected.
- In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and other registration data reports on persons of concern.
- Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance.
- Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation.
- In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective.
- Draft and submit reports and statistics related to registration.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

The ideal candidate should demonstrate both strong operational and supervisory capacity, including the ability to actively engage in case processing within a camp-based environment. In particular, the incumbent should have:
• Proven hands-on experience in registration and/or individual case processing, including conducting interviews and managing complex cases in refugee or IDP operations.
• Candidates with strong Operational Data Management (ODM)/Information Management (IM) experience, combined with demonstrated involvement in registration processes and case handling, will also be considered highly relevant.
• Demonstrated ability to combine supervisory responsibilities with direct operational delivery, particularly in small or resource-constrained teams.
• Strong practical experience with UNHCR systems, including ProGres v4 and/or data management platforms, with a solid understanding of data integrity, population data management, and protection principles.
• Ability to maintain high productivity under pressure, with a track record of meeting operational targets and deadlines.
• Experience in continuous registration, verification exercises, documentation processes, and/or population data management workflows.
• Strong coordination skills with Protection, IM/ODM units, all units based in Azraq camp, partners, and government counterparts, ensuring effective referrals and follow-up of persons with specific needs.
• Demonstrated capacity to work independently with minimal supervision, take initiative, and ensure continuity of operations in challenging environments.
• Experience in emergency or high-tempo operations is highly desirable.
• Excellent interpersonal and communication skills, with the ability to manage sensitive interactions with persons of concern.
• “Ability to quickly transition between data analysis and field-level case processing functions is considered an asset.”
• Candidates with predominantly supervisory experience without recent hands-on operational engagement in case processing or registration-related activities will not be considered competitive.

Operational context

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The Senior Registration Associate (G7) in Azraq Camp operates in a highly dynamic and resource-constrained environment, where registration activities are critical to protection delivery, assistance targeting, and population data integrity.

Azraq Camp currently hosts approximately 33,000–35,000 refugees, with evolving operational priorities linked to voluntary returns, verification, and continuous registration. The Registration Unit operates with limited staffing capacity, requiring the incumbent to assume a dual role combining technical supervision and direct operational delivery.

In addition to overseeing registration activities, the incumbent is expected to actively engage in case processing, including conducting interviews, managing complex cases, and supporting backlog reduction efforts. The position requires maintaining daily productivity targets (approximately 15 cases per day depending on case complexity and operational priorities).

The role involves close coordination with Protection team, Operational Data Management, and other units in Azraq camp, as well as engagement with government counterparts “SRAD” on villages level and partners. The incumbent must ensure adherence to SOPs, data protection standards, and integrity safeguards while maintaining efficiency and accuracy in registration processes.

Given the operational context, the position requires a high level of adaptability, accountability, and hands-on engagement, with the ability to function effectively in a small team setting while ensuring continuity of services under fluctuating workloads and priorities

Living and Working Conditions:

Azraq: Azraq town is the administrative capital of Azraq district of Zarqa governorate and is located approximately 100 kilometers east from the capital Amman and 34 Kilometers east of Azraq Refugee Camp. The town is the designated duty station, categorized as (C) duty station for staff assigned to the camp where the office is located.

 

Azraq refugee camp is the largest camp in size, but it is second to Zaatari camp in terms of number of refugees. Azraq camp registered 54,000 people of concern and currently hosts approximately 35,000 refugees. The camp has specific protection issues due to the housing of refugees in a encampment area requiring daily negotiations with authorities on sensitive issues to improve conditions is required.

With UNHCR’s de-centralization policy, Azraq contract holders are required to make their own transport arrangements to the camp as their duty station contractually is Azraq town. Compared to other governorates, working conditions in Azraq are harsh.

The camp environment is semi-desert where the winters are very cold with heavy snowfalls and torrential rains at times and very hot/dry with extreme daily temperature fluctuations during the summer. 

The working conditions at the field level are challenging, therefore the incumbent should be flexible, mature and have very good inter-personal skills to ensure a solid team spirit.

Within Azraq there are two health facilities open to the public and UN staff. Both facilities are able to stabilize patients though for any trauma or other serious medical emergencies, patients are transferred by ambulance to Zarqa or Amman. According to local authorities, Azraq is relatively free from criminality and forms of armed violence.
