Job Description:
Parsons are seeking an experienced Senior Quantity Surveyor (QS) to oversee all commercial and cost management activities for a Runway / Airfield / Airport project.
The role is responsible for managing contracts, preparing cost estimates, monitoring project expenditures, and ensuring financial control over civil, MEP, and airside works. The ideal candidate will have strong commercial acumen, experience with large-scale infrastructure projects, and the ability to coordinate effectively with project teams, subcontractors, and clients.
The Senior Quantity Surveyor plays a key role in managing the financial and contractual aspects of Runway / Airfield / Airport projects. This position requires strong commercial expertise, leadership skills, and the ability to ensure cost control, accurate reporting, and contractual compliance while supporting successful project delivery.
What You’ll Be Doing
- Prepare detailed cost estimates, BOQs, and pricing for civil, MEP, and airside works.
- Develop and manage project budgets, monitor expenditures, and track variances.
- Support value engineering exercises and propose cost-effective solutions without compromising quality or safety.
- Review, negotiate, and administer contracts with subcontractors, suppliers, and vendors.
- Ensure contracts comply with project requirements, legal standards, and client specifications.
- Manage contract amendments, variations, claims, and extensions of time.
- Prepare, review, and verify measurements for civil, MEP, and airfield construction works.
- Ensure accurate recording of quantities and progress for interim valuations and payment applications.
- Monitor subcontractor claims and progress claims to ensure compliance with contractual terms.
- Provide regular cost reports, cash flow projections, and financial updates to project management.
- Analyze cost trends, identify potential overruns, and recommend corrective actions.
- Support senior management in decision-making through detailed commercial insights.
- Evaluate and quantify change orders, variations, and extra works.
- Ensure proper documentation and approval of all variations.
- Monitor impact of changes on project budget, schedule, and risk.
- Liaise with Project Managers, Engineers, Planning, QA/QC, and HSE teams to align cost control and commercial management with project execution.
- Collaborate with procurement and logistics teams for timely delivery and cost efficiency.
- Attend project meetings to provide commercial and contractual input.
- Identify commercial and contractual risks and recommend mitigation measures.
- Ensure compliance with contractual obligations and client requirements.
- Monitor potential claims, disputes, and contractual exposures.
- Maintain accurate QS records, measurement sheets, and financial documentation.
- Prepare reports for client submissions, interim payments, and final account settlement.
- Support audits and compliance reviews for commercial and contractual matters.
- Provide guidance and support to junior QS staff and assistants.
- Promote a culture of accuracy, accountability, and proactive commercial management within the team.
- Support knowledge transfer and professional development of the QS team.
What Required Skills You’ll Bring;
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field.
- Professional accreditation (e.g., RICS, CIOB) is preferred.
- Minimum 10 years of experience in QS roles on large-scale construction or infrastructure projects.
- Proven experience in airport, airfield, or runway projects is highly desirable.
- Strong background in civil, MEP, and airside works measurement, cost control, and contract management.
- In-depth knowledge of construction contracts, measurement standards, and cost management practices.
- Excellent analytical, numerical, and problem-solving skills.
- Proficiency with QS software, Excel, and project management tools.
- Strong communication and negotiation skills.
- Ability to work effectively with multi-disciplinary teams and stakeholders.
- Experience managing large QS teams and multiple project work fronts.
- Knowledge of international contracts and airport-specific contractual requirements.
- Familiarity with risk-based cost control and claim management.
- Ability to prepare final account settlements and handle disputes professionally.
- Proactive approach to cost optimization and financial reporting.
