Senior / Public Health Officer (Analytics and Surveillance)

[What the role is]

The candidate will be working in the team within the HIV-Hepatitis-STI (HHS) Division responsible for the analysis and reporting of Bloodborne Diseases (BBD) and Sexually Transmitted Infections (STI)-related surveillance and registry data, as well as case management and contact tracing. The candidate will be also working with stakeholders and partners to design data collection methodologies, generate actionable insights and translate complex data into understandable reports for both local (e.g. annual HIV report) and regional/global (e.g. UNAIDS Global AIDS Monitoring) purposes.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

[What you will be working on]

  • Analyse disease surveillance data to identify trends and patterns, and prepare clear reports and visualisations for various audiences, including local annual reports (such as the annual HIV report) and international submissions to organisations like UNAIDS.
  • Support the improvement of HIV, hepatitis and STI monitoring systems by helping to develop interactive dashboards to support the analysis of ongoing surveillance data and enhance data feedback to stakeholders through automated reporting mechanisms.
  • Design, develop and maintain data collection tools, surveys, and questionnaires for surveillance activities and programme evaluation to ensure data quality and completeness.
  • Ensure compliance with national regulations and guidelines when handling and reporting of sensitive health information whilst maintaining strict confidentiality protocols.
  • Perform detailed and empathetic contact tracing interviews for individuals who are identified with blood borne diseases, to gather comprehensive case histories and relevant data for reporting and public health response.
  • Collaborate with internal and external stakeholders to align HHS objectives with national health policies and contribute to continuous disease monitoring and control strategies.
  • Support the team and division as a whole in the general administrative duties (e.g. operations, budgeting, events planning)

[What we are looking for]

  • Minimum tertiary qualifications in recognised disciplines, preferably in Public Health, Health Information Management, or related fields
  • Strong proficiency in statistical programming languages (e.g., R, SAS, Python) and experienced in managing large datasets and conducting quantitative and qualitative analysis.
  • Strong written communication skills and ability to present information clearly, with willingness to develop report-writing capabilities.
  • Strong teamwork and collaboration skills, with ability to work effectively in multidisciplinary teams.
  • Understanding of the public health landscape in Singapore, particularly regarding HIV, STIs, and viral hepatitis, and the associated stigma and legal requirements would be advantageous.
