The Role
Lead proposal development for RFPs, business cases, and technical documentation—owning structure, content, and narrative from opportunity qualification through submission.
Translate complex technical architectures into clear, compelling business value propositions that resonate with government decision-makers.
Manage and coordinate contributions from pre-sales, solution architecture, subject matter experts, and delivery teams—ensuring documents are accurate, impactful, and aligned with compliance and procurement standards.
Take a hands-on approach to writing high-quality deliverables (RFP responses, business cases, project plans, solution overviews, governance documents), while also conducting peer-reviews to maintain consistency and excellence.
Support sales and customer engagement by understanding government procurement cycles, tailoring messaging to regulatory and budgetary requirements, and reinforcing trust with clarity and strategic insight.
Continuously improve the proposal process by capturing lessons learned, refining templates and playbooks, and promoting best practices across teams.

Required Skills and Experience
5–8 years of relevant experience in IT consulting, technical solution design, and proposal development, with a proven track record in government tenders and RFP responses.
Strong hands-on expertise with IT infrastructure (datacenter, networking, workplace, storage) and/or cyber resilience, business continuity, and disaster recovery solutions.
Demonstrated ability to translate complex technical solutions into business value for government stakeholders.
Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel) and SharePoint for proposal and documentation management.
Solid knowledge of key compliance and security frameworks, including NIS2, ISO/IEC 27000 family, CIS Standards, NIST Cybersecurity Framework and BIO.
Ability to work within government procurement and compliance environments; experience with ABDO, ABRO and FMN frameworks is a plus.
Excellent communication skills in Dutch (spoken and written) and strong command of English for documentation and collaboration.
Dutch passport holder and eligible for VGB-B security clearance.
Preferred Skills and Experience
Experience in business case development and product adoption strategies, with the ability to support go-to-market approaches in government contexts.
Knowledge of communications strategy, messaging, and thought leadership, particularly in framing technical solutions in a way that resonates with decision-makers and procurement bodies.
Demonstrated strength in project management methodologies (e.g. Prince2, PMI, Agile) with skills in requirements gathering, scope management, and change management.
Exposure to solution design and solution architecture, with the ability to work alongside technical architects to refine proposals and technical roadmaps.
Familiarity with design thinking methods and scalability considerations to ensure solutions are adaptable for large, complex government environments.
Proven ability to support go-to-market strategies and integrate them into proposal and project planning, bridging the gap between technology and business outcomes.
Professional certifications are a plus, such as ITIL, TOGAF, CISSP, or Prince2.
