The Strategic Communications (SC) business area has an immediate need for a highly-experienced Senior Proposal Manager.  SC is seeking a highly motivated Proposal Manager to assist the Capture Manager and Program Managers in overseeing the overall proposal management activities for the Strategic Communications business portfolio.  This position will report directly to Strategic Planning and Processes (SPP) Associate Director, as part of the Raytheon, Strategic Communications SSBU within the Collins, Resilient Communications SBU of the Mission Systems Business Unit (BU). 

This role necessitates close coordination with key stakeholders including Estimating and Pricing (E&P), the Strategic Communications Management Office (PMO), Engineering, Contracts, Supply Chain, and other key functional organizations.

What You Will Do

  • Execute timely development, analysis and completion of proposals through collaboration with functions across the business area. 
  • Ensure proposals meet quality, schedule, and affordability targets for the benefit Raytheon and our customers 
  • Develop and champion innovative methodologies to drive faster and more efficient contract awards 
  • Direct and oversee coordination of proposal evaluation notices, fact-finding questions and/or final proposal revisions with senior leadership 
  • Assist teams with proposal kickoffs  
  • Be able to provide an outline for the Proposal Response and provide formatting guidance to the Proposal Team 
  • Provide guidance and strategy for Submit Gate’s, mentoring proposal team members on role delegation, responsibilities, and decision-making at the lowest responsible level 
  • Coordinate staffing on proposals, working with designated proposal leads and priorities to ensure timely delivery and “mange pre-RFPs” to meet needs as appropriate 
  • Leverage networks and opportunities with internal and external stakeholders to shape requirements 
  • Emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent export control and business ethics regulations of foreign customers and partners 
  • Ability to multi-task and assist on more than one proposal at a time and assist Capture Manager in guiding proposal team personnel. 
  • Ability to travel as needed, but no more than 10%. 
  • Travel Requirements:  10% 
  • Physical Requirements:  Be able to lift 20 lbs.

Qualifications You Must Have

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • Prior experience with Earned Value Management System (EVMS) or equivalent system/program 
  • Active and transferable U.S. government issued Secret security clearance is required prior to start date. 
  • Experience managing and communicating across highly matrixed organization to include finance, contracts, engineering, supply chain, and numerous other functions. 
  • Experience establishing Proposal response timelines, tracking, and providing status updates throughout the proposal response. 

Qualifications We Prefer

  • Experience managing and communicating across complex internal and external relationships including collaborating with a prime contractor, the U.S. Government. 
  • Prior experience working in functions such as Supply Chain, Estimating, Capture Management, Finance or Project Management 
  • Experience in proposal and/or contracts management preferably with multi-year and/or multiple years efforts 
  • Experience managing cost, schedule and performance, including earned value management (EVM) or similar in a deadline driven environment
  • DAU certification
  • PMP certification 
  • Understanding of DoD acquisition process, DAU Program Management experience a plus. 
  • Understanding of TINA compliance
  • Strong understanding of Microsoft Excel

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
