BT&E's Structures Test Capability is seeking a Senior Project Management Specialist in Tukwila, WA to oversee, develop, coordinate, integrate and maintain integrated capability-level strategic plans and priorities across sites (under multiple executive leaders), functions (including I&DS, ASIT, FAST & MATES), and BCA/BDS program partners. Focus is on identifying high‑impact opportunities, convening the right owners, and enabling coordinated decisions and progress towards strategic objectives. This person will be a key driver in improving partnership and collaboration across sites, disciplines, and program partners to deliver measurable capability improvements.

Position Responsibilities:

  • Convene cross site and cross program stakeholders to surface issues and align priorities early

  • Map capability interfaces and identify the highest leverage opportunities to improve throughput, reduce rework, and increase predictability

  • Develop concise, executive ready analyses, trade off options, and recommended actions for the Capability Leader and respective senior technical leaders and managers

  • Establish and sustain an operating rhythm (cadence, metrics, decision artifacts) that surfaces problems and tracks owner commitments

  • Coach and enable accountable owners to implement strategic improvements (process, tooling, staffing) — enable execution by owners rather than executing test deliverables

  • Capture and synthesize lessons learned and cross site/program best practices so they are discoverable and actionable

  • Act as a key driver to strengthen partnership and collaboration across sites, disciplines, and program partners, ensuring shared priorities and aligned execution

  • Provides transparent and timely status reporting, metrics, and communication to leadership and stakeholders

Basic Qualifications (Required Skills/Experience):

  • To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee

  • 5+ years of experience in program or project management

  • 5+ years of experience working with cross-functional or cross-organizational teams to develop and implement plans, schedules, or solutions

  • 5+ years of experience developing presentations for and presenting to executive leadership

Summary Pay Range for Senior level (Level 5):  $156,400 – $211,600
