The Project Engineer Senior assures compliance with project schedule and contractor’s submittal of documents. Computes quantities, prepare construction documents, check accuracy and completeness of project personnel daily reports. Gathers and maintains project records and assures compliance with contract provision.DUTIES AND RESPONSIBILITIES • CONSTRUCTION – Assures compliance with project schedule and contractor's submittal of documents. Gathers and maintains project records and ensures compliance with contract provision. • UTILITIES – Reviews designs and contract documents prepared by others. Coordinates efforts of other agencies involved in water, sewer and drainage management projects as needed. Provides technical assistance concerning sewer and water districts; conducts planning, designs, and prepares specifications for new or appended wastewater treatment, water supply and drainage management systems. • PROJECT PLANNING AND DEVELOPMENT – Supervises, coordinates, monitors, and reviews plans, standards, and specifications for utilities, roadways, bridges, drainage, etc., on County Public Works related improvement projects. Assists in the development of master plans, capital improvement plans, and other related plans. Assists in the preparation and direction of public hearings, design and location meetings, etc. Coordinates and supervises the design work, as necessary, of professional consultants, planners, engineers, etc. • SPECIAL ASSESSMENT – Performs and monitors planning and design activities for public improvements through special assessment and other programs. Coordinates and monitors Special Assessment District proceedings, attends public meetings and protest hearings. Coordinates planning efforts with pertinent agencies and departments and comment on proposed subdivisions and vacations. • DEVELOPMENT REVIEW – Reviews replats, land division applications, major subdivision applications and other related land development matters, construction plans, designs and contract documents for conformance and compliance with County Ordinances, standards and policies. Performs as needed on-site property inspections for development review actions, chairs the Public Works Case Review Committee and serves as a member of the County Development Review Authority. • TRAFFIC ENGINEERING – Conducts lighting studies, signals warrant studies and speed studies. Reviews and approves traffic control plans. Administers Bernalillo County's Barricading and Traffic Control Devices Ordinance. Ensures compliance with Manual on Uniform Traffic Control Devices (MUTCD) requirements and assists in signal optimization and other related traffic engineering issues. • DRAINAGE – Reviews plans, designs, and current documents prepared by others. Coordinates efforts of other agencies involved in drainage management as needed. Provides technical assistance concerning drainage management; conducts planning, design, and specification preparation for new or expanded drainage systems and reviews land development applications for conformance and compliance with County ordinances, standards and policies. Coordinates with other County departments regarding land development activities and serves as a member of the County Development Review Authority. • VERTICAL DESIGN AND CONSTRUCTION – Oversees project development, design, and construction from start to finish. Serves as the project manager for all phases of vertical design and construction projects which includes but is not limited to site development, drainage, utilities, landscaping, structural/architectural, mechanical and electrical components. Maintains project records and ensures compliance with contract provisions. Conducts inspections and ensures quality and compliance with design, specification, and applicable codes. *The above information is intended to outline the general nature and scope of the duties required for this position. MINIMUM QUALIFICATIONS • Master’s Degree in Civil Engineering, or related field as recognized by the State Board of professional Engineers and Land Surveyors • Nine (9) years of related work experience in an engineering or construction role. *Any equivalent combination of related education and/or experience may be considered for the above requirements. SUPPLEMENTAL INFORMATION SCREENING AND COMPLIANCE The offer of this Bernalillo County position requires compliance with the following: • Successful completion of a post-offer employment medical examination and background investigation. • Adherence to all County safety guidelines. • Complete all FEMA training(s) assigned to this position. • Possession of a valid New Mexico driver’s license by the date of hire and maintenance of a valid license while employed in this position. • Complete required supervisor training, if applicable. WORKING CONDITIONS • Duties are performed 50% indoors, and 50% outdoors which entails exposure to extremes of weather conditions. • Indoor duties are performed in a temperature-controlled environment on an even carpeted or tiled surface. • Outdoor duties may be performed on both even and uneven surfaces that may be wet or dry. Surfaces may be inclined or flat, and range from natural undisturbed soil to gravel, asphalt, or concrete. • May perform duties alone or as part of a group. • Work hazards or potential work hazards include exposure to noise, vibration, dust, exhaust fumes, mist, and severe weather conditions; driving of vehicles; working in and around heavy equipment; and performing duties on rough terrain. EQUIPMENT, TOOLS, AND MATERIALS • Telephone, two-way radio, calculator/adding machine, measuring devices, photocopier, fax machine, paper forms, and writing instruments, computer, and computer aided design equipment (CAD) are used in performance of duties. • County vehicles are used by employee in traveling from site-to-site throughout the County. • Safety vests and hard hat are used by worker in performance of outdoor duties.
