The Team
The Global Health (GH) Division harnesses advances in science and technology to save lives in low- and middle-income countries. We focus on the health problems that have a major impact in developing countries but get too little attention and funding. Where tools exist, we support sustainable ways to improve their delivery. Where they don’t, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics. Our work in infectious diseases focuses on strategies to fight and prevent HIV/AIDS, malaria, tuberculosis, neglected tropical diseases, enteric and diarrheal diseases, pneumonia, and maternal, newborn and child health. These strategies are supported by functional & cross cutting teams that focus on Discovery and Translational Sciences, Vaccine Development, Innovation Introduction, and Integrated Development.Application Deadline: Monday, April 6, 2026
Your Role
The Senior Program Officer for HIV Delivery will play a critical role overseeing a complex HIV delivery portfolio, including grants to multilateral organizations such as the World Health Organization (WHO), the Global Fund (GF), and other key implementing partners. Reporting to the Director, HIV and TB Delivery, you will ensure programmatic momentum, financial stewardship, stakeholder engagement, and strategic alignment particularly for work in Malawi and Zimbabwe.
*This is a 12-month limited-term position. Relocation will not be provided.
What You’ll Do
Grant Management & Portfolio Continuity
Lead the management of an assigned portfolio of HIV prevention and treatment grants, including those with WHO, the GF, and other global and country-level partners.
Ensure the timely development and processing of investment memos, grant amendments, payments, and performance reports in alignment with Foundation policies and procedures.
Monitor grant performance, budgets, milestones, and risks; proactively identify and mitigate issues.
Provide strategic stewardship of complex, multi-country, and multi-stakeholder grants.
Grantee & Partner Engagement
Serve as the primary point of contact for designated grantees during the transition period.
Maintain strong, collaborative relationships with multilateral partners (e.g., WHO, GF) and implementing organizations.
Lead regular portfolio reviews and strategic discussions to ensure alignment with Foundation priorities.
Ensure consistent communication regarding expectations, deliverables, and timelines.
Government & Stakeholder Coordination
Engage with Ministries of Health and national HIV program leadership in Malawi and Zimbabwe, and in other countries as needed, in coordination with country office staff and cross-functional teams.
Support alignment of Foundation-funded activities with national HIV strategies, GF grants, and broader donor investments.
Represent the HIV Delivery PST in internal and selected external engagements, as appropriate.
Technical Leadership (Prevention & Treatment)
Provide senior-level technical input across HIV prevention and treatment portfolios, including differentiated service delivery models, viral load scale-up, and HIV prevention strategies.
Review technical and financial reports to assess alignment with evidence-based best practices and national priorities.
Support course correction discussions and strategic decision-making where implementation gaps or risks arise.
Knowledge Management
Develop comprehensive portfolio briefs and structured transition documentation to enable the effective onboarding of new colleagues.
Support the training and successful onboarding of new colleagues.
Capture key risks, stakeholder dynamics, decision points, and forward-looking priorities.
Your Experience
Advanced degree in public health, medicine, health economics, public policy, or a related field.
Minimum of 10 years of progressively responsible experience in HIV programs, including both prevention and treatment.
Demonstrated experience managing complex donor-funded grants, including work with multilateral organizations (e.g., WHO, GF).
Strong understanding of HIV delivery systems in sub-Saharan Africa; experience in Malawi and/or Zimbabwe preferred.
Experience engaging with senior government officials and multilateral stakeholders.
Familiarity with large foundation or bilateral donor grant lifecycle management, compliance, and budgeting processes.
Excellent strategic thinking and written and verbal communication skills.
Ability to operate independently, manage competing priorities, and maintain continuity in a dynamic transition environment.

The salary range for this role is $267,000 to $413,800 USD. We recognize high-wage market differences where our offices are located, in Seattle and Washington D.C. The range for this role in these locations is $293,600 to $455,200 USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary range between the minimum and the midpoint salary range.
