SUMMARY

The Senior Program Manager leads enterprise-scale execution of the DISA Cloud-Based Internet Isolation (CBII) Managed Service supporting up to 3.4 million Department of Defense users worldwide. This role plans and leads major technology assignments involving cloud security, cybersecurity engineering, managed service delivery, and Risk Management Framework sustainment.
This position applies comprehensive knowledge across key IT engineering mission areas and functions as a technical expert across multiple project assignments. The Senior Program Manager evaluates program performance results and recommends major changes affecting short-term project growth, service performance, and mission success. The role supervises cross-functional technical teams and assumes full responsibility for contract performance, financial execution, cybersecurity compliance, and operational continuity.

JOB DUTIES AND RESPONSIBILITIES

· Serve as the senior leader responsible for day-to-day management of the DISA CBII managed service contract, overseeing multiple tasks and geographically distributed personnel supporting enterprise cloud security operations.
· Analyze new and complex project-related challenges and develop innovative solutions involving finance, scheduling, cybersecurity engineering, cloud architecture, methodology, tools, and operational delivery components.
· Organize, direct, and coordinate the planning and execution of all activities associated with the program and assume full responsibility for contract performance, technical execution, cybersecurity compliance, schedule adherence, financial management, and overall mission success.
· Work directly with the Government sponsor, COR, and stakeholders to define and execute the project charter outlining scope, goals, deliverables, required resources, budget, and timeline.
· Develop and maintain the Integrated Master Schedule and detailed Work Breakdown Structure to estimate effort and resource requirements for all program activities.
· Provide structured project schedules identifying task sequencing, dependencies, milestones, and completion dates.
· Manage project scope by ensuring all changes are documented, impact-assessed, and formally approved in accordance with governance requirements.
· Track, analyze, and report on project milestones, service-level performance metrics, utilization trends, and contract deliverables; provide status reports as requested.
· Lead contract financial oversight including burn rate monitoring, funding alignment, Estimate at Completion forecasting, and validation of invoice documentation for compliance with contractual requirements.
· Evaluate performance results and recommend corrective actions or strategic adjustments affecting short-term project growth, operational stability, and mission success.
· Identify, quantify, and mitigate risks across technical, operational, cybersecurity, and financial domains and conduct root cause analysis for major incidents or service degradations.
· Oversee cybersecurity engineering and Risk Management Framework activities to ensure compliance with DoD 8500 series publications, NIST standards, FedRAMP Moderate baseline requirements, DISA Security Requirements Guides, and DoD 8570/8140 workforce mandates.
· Ensure timely vulnerability remediation, patch management, POA&M tracking, and eMASS reporting in accordance with Government standards.
· Provide senior-level technical oversight for integration with DISA Joint Infrastructure security stack tools, SIEM platforms, and enterprise network environments.
· Supervise, lead, coach, and motivate cross-functional teams across engineering, cybersecurity, service desk, compliance, and operations functions.
· Communicate expectations clearly to team members and stakeholders and mediate between stakeholders and technical personnel to resolve complex issues throughout the project lifecycle.
· Allocate resources effectively across concurrent workstreams and make informed, mission-driven decisions based on organizational priorities and contractual requirements.
· Ensure 24x7x365 operational service management in alignment with DESMF and ITSM best practices and maintain compliance with established service-level agreements.
· Lead continuous service improvement initiatives based on performance metrics, predictive analytics, capacity planning, and operational trend analysis.
· Function as a technical expert across multiple assignments and provide authoritative recommendations to Government stakeholders and organizational leadership.

QUALIFICATIONS
Required Certifications

· Active DoD 8570/8140 baseline certification (IAT Level II minimum; IAM preferred)
· Must maintain Computing Environment (CE) certification as required
· PMP preferred
Education, Background, and Years of Experience
· Bachelor’s degree in Cybersecurity, Information Systems, Computer Science, Engineering, or related field.
· 8+ years of experience in a relevant IT engineering mission area.
· Experience leading major technology assignments involving enterprise cloud, cybersecurity, or managed service delivery.
· Demonstrated experience supervising technical personnel across multiple task areas.
· Experience managing complex DoD programs involving finance, scheduling, compliance, and stakeholder governance.

ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills

· Comprehensive knowledge of enterprise IT architecture, DODIN operations, and DISA service frameworks.
· Experience managing programs requiring RMF authorization, continuous monitoring, and cybersecurity accreditation.
· Demonstrated ability to resolve complex cross-functional issues and drive innovative technical solutions.
· Strong executive briefing and stakeholder communication capability.

Preferred Skills
Experience in one or more CBII functional areas:
· RMF / A&A lifecycle management
· Cloud Security Engineering (FedRAMP+ Level 2 or equivalent)
· Enterprise Network Engineering (IPv6, routing, QoS)
· Tiered Service Desk Operations (DESMF / ITSM)
· Cyber Defense Engineering and AI-enabled threat mitigation
· Mobility integration and PKI-based authentication
