Job Title: Senior Program and Portfolio Manager

The Senior Program Portfolio Manager, Decision Intelligence, will play a pivotal role in supporting NAPD stakeholder‑driven initiatives. This individual will oversee the full lifecycle of selected projects—from initiation and planning through execution and closure—while guiding cross‑functional teams and ensuring consistent, transparent communication with both stakeholders and NAPD leadership.

The ideal candidate brings a proven track record in managing technology initiatives, with expertise in both Agile and Waterfall methodologies. Strong collaboration skills are essential, as the role requires engaging with diverse stakeholders to gather requirements and identify resource needs. The Senior Manager will be accountable for project financials, ensuring execution and scope remain within approved budgets, and will leverage a strong background in project management—particularly in Data & Analytics—to deliver results within defined parameters.

Key Responsibilities

Management of DI Initiatives

  • Manage DI projects through initiation, planning, execution, and closure

  • Collaborate with stakeholders to develop requirements

  • Engage appropriate resources to support projects

  • Track project tasks and milestones

  • Provide status updates to stakeholders and leadership

  • Manage project financials to ensure project execution remains within the approved budget

Minimum Requirement

Bachelor’s Degree in Computer Science, Business, or Engineering preferred or equivalent real‑world experience; typically requires 7+ years of technology‑related project or portfolio management experience.

Business Experience

  • Demonstrated success leading complex initiatives in a data and analytics environment.

  • Proficiency in both Agile and Waterfall methodologies, with hands‑on experience managing the full project lifecycle

  • Strong background in resource capacity management and financial forecasting

  • Proven ability to collaborate effectively with cross‑functional teams, including delivery, architecture, finance, supply chain, sales, and marketing

  • Excellent verbal and written communication skills, with experience presenting to diverse stakeholders.

Specialized Knowledge / Skills

  • Strong aptitude for understanding, analyzing, and translating business requirements into actionable project plans

  • Proficiency with reporting tools such as Power BI, including experience in data analysis

  • Solid understanding of technology concepts, with the ability to engage effectively with data and platform engineers, as well as design team members

  • Expertise with project management tools, including Planview

  • PMP certification preferred

Working Conditions

Environment: Traditional office environment.

Work location expectation: Candidates must be willing to work onsite at least three days per wee
