[What the role is]

The Senior Principal Specialist will lead the newly established Leadership & Organisation Development Office, serving as CAAS' internal expert and trusted adviser in leadership, organisation development, and change management. Working closely with the senior leadership team, domain owners, and partners across the Singapore aviation community and government agencies, the role plays a central part in strengthening leadership effectiveness across CAAS, shaping its organisational culture, and partnering with leaders through change. This role offers the opportunity to lead a team in establishing a new specialist function with impact at the most senior levels across CAAS.

[What you will be working on]

You will design and deliver leadership development interventions for CAAS' senior leadership team and the broader CAAS leadership community, and provide one-to-one advisory support to senior leaders on personal effectiveness, people development, team dynamics, and stakeholder relationships.

On organisation development, you will lead and facilitate the refresh of the Air Navigation Service (ANS) Group's mission, vision, and values, and build a culture anchored in CAAS' refreshed mission, vision, and values — one that is central to CAAS' transformation and growth.

On change management, you will partner with senior leaders and domain owners in planning, communicating, and leading change, and develop CAAS leaders' change capability and change management practices.

You will also provide and develop thought leadership in leadership, organisation development, and change management within CAAS, across the Singapore aviation community and the public service, and partner with experts, practitioners, and organisations to strengthen and advance the practice in these areas.

[What we are looking for]

We are looking for a seasoned practitioner with deep expertise in leadership development, organisation development, and change management, with a track record of working at senior levels and influencing organisational culture. You should be comfortable operating as both a strategic adviser and a hands-on practitioner — someone who can hold space for senior leaders while also building systems and practices that last. Experience in the public service or complex, multi-stakeholder environments would be an advantage.

The ideal candidate should possess the following:

  • Training in Organisational Psychology, Human Resource Development, Business, or a related discipline. Relevant postgraduate qualifications or professional certifications (such as in coaching, change management, or organisation development) would be an advantage.
  • At least 12 to 15 years of relevant experience, with a significant portion at a senior level, in leadership development, organisation development, change management, or related fields.
  • Proven experience in providing advisory or consultancy support to senior leaders and leadership teams, with the ability to influence and engage at the most senior levels of an organisation.
  • Strong facilitation, coaching, and interpersonal skills, with the ability to build trust and credibility across diverse stakeholders.
