Required: Candidates must have served as the lead Proposal Manager—not in a supporting role—on at least one, and preferably two or more, proposals released under AAS (formerly FEDSIM) requirements.
Leads teams of proposal professionals, operational team members, subject-matter experts (SMEs), teaming partners, and other identified corporate resources to develop and submit compliant, responsive, and compelling proposals. Oversees and reviews proposal content development for compliance with government instructions and evaluation criteria and ensures proposal is tailored to meet unique performance work statement (PWS) requirements. Builds and maintains positive working relationships with SMEs, Business Development (BD)/Capture Leads, teaming partners, and other identified corporate resources. Responsible for the independent management of high complexity proposals as well as moderate to low complexity proposals as needed. Provides guidance to proposal team colleagues, and section/volume leads during the proposal development process. Edits and develops proposal content as necessary. Assumes responsibility for various proposal department projects/initiatives. Responsible for identifying, understanding, and ensuring compliance with federal solicitation requirements to ensure proposal meets all standards. Reviews all volumes to ensure compliance.Oversees proposal development to ensure compliance, responsiveness, and strategic alignment. Reviews federal solicitations, including instructions, evaluation criteria, and PWS, to develop custom compliance matrices and proposal outlines. May serve as an individual reviewer, including the designated compliance reviewer. (20%)
Conducts proposal reviews and manages formatting and technical editing with support teams. Drafts, reviews, and finalizes compliant and compelling proposal content, graphics, and tables aligned with win themes and federal requirements or modifies boilerplate content. Leads and facilitates meetings to gauge progress and quality of proposal development. Mitigates any identified progress or quality issues, resolves in a timely manner, and escalates to leadership as needed. (20%)
Coordinates with the BD/Capture Leads to ensure a warm hand-off of capture artifacts, including win themes, proposal/pricing strategy, and identified key personnel candidates. Coordinates with assigned Pricing POC to ensure price volume is compliant. Coordinates with operations and transition managers to ensure a warm hand-off of proposal artifacts. Collaborates and maintains a positive working relationship with other corporate resources, as necessary; to include but not limited to Contracts, Subcontracts, Legal, and Compliance. (20%)
Develops and manages proposal calendar in accordance with federal solicitation requirements and other internal deadlines to ensure on-time proposal submission. Leads post-submission activities, including archiving and lessons learned. Contributes to BD strategy and oversees special initiatives within the proposal department. (20%)
Provides daily leadership to proposal team members and ensures all are trained on the development process for customized responses. Mentors team members and contributes to performance evaluations and team growth. (20%)
