Key Responsibilities:

Manage Plant Operations and Maintenance

Manages a team of plant operations and maintenance managers and staff responsible for ensuring that PGE coal, natural gas, hydro or wind generating plant operates safely, reliably and efficiently at optimal cost; provides plant technical oversight for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational and maintenance problems are identified and resolved; ensures that fleet and plant procedures and working practices are current and fit for the purpose; oversees the performance management lifecycle for the team and for individuals.

Manage Plant Strategy and Performance

Develops overall business strategy to meet complex regulatory requirements and business demands; adapts strategy and tactics to meet changing market demands; oversees the development of operational performance metrics; monitors operational performance; oversees development and implementation of strategies around workforce optimization, employee engagement, safety and risk mitigation. Safety Leadership

Ensures fleet and plant procedures provide for safe and effective operation and maintenance, including, but not limited to, testing, startup and shutdown and operating equipment in emergency situations; continually promotes and enforces safety practices and ensures all staff are competent in their assigned roles and complete required training; oversees development of safety culture within organization; monitors safety data and trends; oversees root-cause analysis and implementation of mitigation strategies.

Manage Compliance

Ensures fleet and plant procedures and practices comply with all applicable regulatory and environmental requirements and standards; oversees the adaptation of practices and procedures in response to actual or anticipated regulatory changes; establishes and maintains a compliance-based culture.

Manage Reliability and Emergency Preparedness

Ensures fleet and plant practices and procedures support continuous safe and reliable operations, including the successful and timely completion of all outages; ensures emergency readiness by leading and/or participating in periodic staff training in carrying out the emergency preparedness plan for the plant; identifies changing business needs and develops responsive operational changes; develops overall risk mitigation approach for business continuity.

Contract Management

Directs the plant staff on the management of applicable contracts, vendors and service providers in alignment with strategic objectives and applicable policies, processes and regulations.

Functional Leadership

Exercises comprehensive functional and industry knowledge in specialized areas; identifies and resolves complex multidimensional business problems; exercises delegated authority over planning, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.

Financial Management

Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of department resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for department objectives and plans.

Resourcing

Oversees workforce planning and resource strategy across multiple departments, ensuring that there is adequate skilled resource to meet planned service delivery or department objectives; ensures integration with strategic human resource plans; responsible for recruitment, development and demand forecasts for multiple departments. Determines organizational development needs in line with business needs and strategic direction of departments; generates development strategies to achieve required change; monitors progress and evaluates business benefits achieved.


Education/Experience/Certifications:

Education

Requires a bachelor’s degree in business, engineering or other related field or equivalent experience.

Experience

Typically 12 or more years in progressively responsible plant operations, maintenance, engineering and related support activities, including five years of supervisory experience preferred.
