The Global Retirement, Benefits & Well-being (GRBW) Centre of Excellence (COE) is responsible for the development of strategy, plan design, policies, oversight and governance for all the retirement, savings and benefit plans for TD Bank Group globally.
Job Description/Accountabilities:
The Senior Manager, Global Retirement Governance & Reporting will play a key role in the GRBW team and report to the VP, Global Retirement, Benefits & Well-being. The incumbent will be responsible for leading a team of HR specialists supporting the broader GRBW team, and tasked with the management, oversight and continued development of TD’s global retirement, savings and ERISA plan governance processes, regulatory compliance oversight, and management reporting. The incumbent will have people management accountability with two direct reports.
Key accountabilities of this role will include:
Act as a ‘centre of expertise’ for the governance structure and policies for TD’s retirement, savings and ERISA plans globally, and continuously improve it to ensure it reflects governance best practices and effectively meets the needs of the organization.
Design and recommend retirement, savings and ERISA governance policy, guidelines, structures, roles and responsibilities, and work with GRBW team members to ensure adoption of governance policy and procedure changes.
Act as Secretary for retirement governance committees (4 committees made up of senior executives with a minimum of 16 meetings per year): develop annual committee self assessment; draft meeting minutes; communicate to committee members on all aspects of plan governance, meeting agendas and pre-mails, off-cycle updates and approvals, and education materials for plan fiduciaries; perform quality assurance reviews on all governance reporting; and meet with new committee members to orient them to TD's retirement governance policy, their role as a plan fiduciary, the mandate of their Committee, and the on-line retirement governance site.
Collaborate with HRBPs and Committee Chairs to recruit and appoint new committee members as vacancies arise.
Lead annual governance planning processes: develop committee fiduciary calendars and quarterly meeting agendas.
Develop governance-related meeting materials for the retirement governance committees, the Human Resources Committee of the TD Bank Group Board, the TD Bank U.S. Human Resources Committee, and the TD Insurance Board of Directors, including annual committee attestations and education materials.
Prioritize and oversee business process efficiency reviews and build consensus for change: negotiate with/gain agreement from team executives/leaders on review priorities; identify gaps or areas for process refinement; review documentation for consistency and evidence of controls; and manage change implementation process as required.
Ensure compliance with regulatory requirements, industry guidelines (OSFI, FSCO, CAPSA, ERISA, etc.) and internal compliance and audit requirements for all governance related activities.
Facilitate key strategic discussions and provide thought leadership to an executive audience for governance practices and policies.
Partner with subject matter experts, and internal and external stakeholders to identify, develop, and implement retirement governance processes and practices.
People management accountability for two team members – an HR Specialist supporting Canadian and non-North American retirement and savings plans; and a Manager, ERISA Governance supporting U.S. ERISA plans. Responsible for team guidance and leadership on governance processes, setting objectives, performance assessments, coaching and development, and fostering a cohesive team.
Provide prioritization and oversight for tasks completed by the team to ensure accuracy of reporting, and that quality standards and timelines are met.
Keep abreast of legislative developments, case law, industry trends and competitor practices and partner with Plan Managers to ensure that legislative changes are appropriately inventoried and processes modified as required.
Other Qualifications/Skills/Experience:
7+ years related management experience in compliance, oversight of pension governance, and/or pension management.
Excellent written and verbal communication skills, with the ability to communicate complex concepts clearly and concisely.
Highly professional and collaborative with excellent consulting skills.
Experience in providing support for senior executives and executive committees.
Experience in people management.
Highly organized, self-motivated, detail oriented, and able to coordinate multiple projects/changing priorities concurrently under tight timelines and with multiple stakeholders.
Excellent problem solving and analytical skills with ability to work on complex issues and generate creative and business-oriented solutions.
Strong planning/project management skills.
Strong working knowledge of Microsoft Office suite of products and Adobe Acrobat Pro.
