Reporting to the Director, Policy, you will play a critical leadership role in advancing the LCBO’s policy agenda. Leading a team of policy professionals, the Senior Manager will oversee key LCBO programs, ensure agency governance requirements are met, deliver expert policy advice, and support the organization’s commitment to innovation, change, and sustainable growth within a dynamic public policy environment.

About the Role

  • Provide leadership and oversee the work of up to three direct reports. Build a high performing team, improving and continuously enhancing skills to support evolving business needs.
  • Lead, evaluate and enhance delivery of LCBO’s program administration responsibilities under the LCBO Act and the Liquor License and Control Act, to ensure strategic objectives are met and programs are delivered effectively and efficiently.
  • Ensure that legislative and regulatory requirements, government directives, and LCBO’s governance requirements are met and taken into consideration when new initiatives or policy recommendations are developed.
  • Liaise with a variety of internal and/or external stakeholders and recommend strategies to facilitate resolution of emerging issues and implementation of high-priority initiatives.
  • Delegate responsibility to others to meet team obligations for timeliness, quality, and efficiency; Monitor progress, measure results, hold others accountable for commitments, and take accountability for results.
  • Adapt coaching style to meet diverse needs and provide ongoing feedback to improve performance, recognize achievements, and encourage the development of others’ potential.
  • Provide strategic advice, policy recommendations and evaluate issues to identify business impacts, risks, problems and opportunities, to the LCBO’s Board and Senior Management, and the Government of Ontario on matters pertaining to legislation, policies, programs, reporting processes and the beverage alcohol marketplace.

About You

  • Bachelor’s Degree in Public Policy, Business Administration or a related field. Master’s Degree is preferred.
  • Extensive knowledge of policy analysis and development, issues management, legislation/ regulatory interpretation and development, business principles and practices.
  • Broad experience and demonstrated leadership ability in the public or private sector including knowledge of the administration of programs and governance framework for crown agencies.
  • Experience in the beverage alcohol industry and the federal and provincial legislation, regulations, policies and trade agreements relating to the importation, distribution, marketing and sale of beverage alcohol.
  • Stakeholder engagement experience.
  • Proven track record of collaboration, with a commitment to deliver the best results.
  • Solid judgement and discretion in dealing with highly confidential and sensitive issues.
  • Strong organizational skills and a track record of performing a range of tasks and issues simultaneously and under tight timelines to a positive outcome.
  • Project management and program delivery skills to effectively lead complex initiatives and deliver results.
