The following position is to join the RTX Corporate team:

The Senior Manager, International Operations, Global Government Relations (GGR) is responsible for the operational execution and internal coordination of international government operational and policy issues in support of favorable outcomes for RTX’s GGR team and its three businesses – Collins Aerospace, Pratt and Whitney, and Raytheon. 

This position serves as a central coordinator for international operations, policy issues, programs, and drives internal alignment across a 23-person global team.  Reporting to the International Policy Director, the Senior Manager ensures cross-functional alignment, drives issue resolution, manages timelines, and supports the GGR International Operations team in efficient engagement with U.S. and foreign government stakeholders that advance RTX’s priorities.

The ideal candidate will be a self-starter with experience in coordinating and navigating complex issues across multiple stakeholders to secure positive outcomes.  The candidate will ideally have a familiarity with defense and commercial aerospace sectors and U.S. government or related experience.  

What You Will Do

Internal Coordination Support and Workflow Management

  • Serves as the operational hub among GGR International Operations team, other offices in GGR, RTX international development business teams, capture teams, program management, compliance and trade, and other corporate functions.
  • Leads cross-functional working sessions to align positions regarding government engagements.
  • Maintains centralized tracking of a range of products for the International Operations team, including senior-level travel, policy issues, and risks.
  • Ensures internal stakeholders understand requirements, timelines, and decision points.
  • Serves as a focal point for data gathering and information sharing across the business units and corporate functions to assist each operation in leveraging the company’s combined know-how and relationships.

Government, Customer Engagement Support

  • Prepares briefing materials and decision memos related to government engagements for senior leadership.
  • Tracks implementation of Executive Orders, regulatory changes, and policy directives related to international policy issues.
  • Supports timely follow-up on outstanding actions with the U.S. government.
  • Maintains awareness of program execution with in-country customers, facilitates cross-RTX awareness with respective business units and corporate functions to resolve challenges and ensure customer needs are met.
  • Supports the company in forums, strategic dialogues, and policy engagements.
  • Supports country council(s), as assigned, comprised of business units and corporate functions to build a One RTX narrative with government stakeholders and partners.
  • Coordinates RTX efforts to achieve legal and regulatory objectives for commercial aviation, air traffic control, defense industrialization and coproduction, human resources, investment, trade, environmental and other issues in select countries.
  • Works with the business units and Corporate Communications to define and support public relations efforts in support of enterprise business objectives for select regions.
  • Collects, analyzes, disseminates, and implements customer and partner insights and competitive intelligence with the business units and corporate functions as appropriate.
  • Provides insights to senior leaders and other important stakeholders within the company.
  • Acts as trusted advisor and facilitator internally to achieve growth objectives.

Risk Identification and Mitigation

  • Monitors geopolitical developments impacting RTX priorities, flagging risks.
  • Works across the corporation to develop mitigation strategies.
  • Supports internal escalation when issues threaten customer commitments.

Continuous Process Improvement

  • Analyzes and recommends internal workflow improvements.
  • Develops metrics to measure key international operations, policy, and government affairs issues and priorities.
  • Acts as independent feedback channel regarding program execution and other matters.
  • Develops standardized templates and internal playbooks to streamline recurring processes.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience.
  • Minimum 10 years of progressive experience in international business and leadership roles in the defense and/or aerospace industry or the U.S. Government.  
  • Experience coordinating cross-functional teams in a complex organization.
  • Experience working policy or U.S. Government regulatory issues and direct knowledge of U.S. foreign policy and related issues such as trade.
  • Experience engaging U.S. Executive Branch agencies.
  • Ability to obtain and maintain a U.S. Secret clearance.

Qualifications We Prefer

  • Working knowledge of Foreign Military Sales and Direct Commercial Sales processes, and laws addressing export controls.
  • Familiarity with U.S. security cooperation policy, geopolitical risk analysis.
  • Background in defense and aerospace.
  • Advanced degree from an accredited university in engineering, international business, international relations, or equivalent.
  • Ability to manage multiple time-sensitive issues simultaneously.
  • Excellent written communication and briefing skills.
  • Collaborative, team player working across government relations, business, and other corporate functions.
  • Excellent interpersonal skills: self-starter with the ability to manage a fast-paced environment with minimal guidance
  • Strong writer and strategic thinker who can translate complex issues to both company leadership and outside government stakeholders
  • Comfortable in multinational settings.
  • Entrepreneurial mindset and a bias for action.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
