Senior Manager (HR Workforce Planning)

[What the role is]

As Senior Manager (Workforce Planning), you will play a crucial role in supporting comprehensive workforce planning operations by executing workforce analysis, coordinating establishment management processes, and ensuring effective position management across PA. This position places you at the operational heart of PA's workforce planning function, offering a unique opportunity to contribute to strategic workforce decisions and support organisational capability development.

[What you will be working on]

This person will be involved in the following key roles:

Workforce Analysis & Coordination Support

  • Support workforce trend analysis and coordinate data collection to identify supply and demand patterns across PA.
  • Support the development of workforce forecasting models and coordinate related analytical activities.
  • Execute workforce planning projects and ensure deliverables meet organisational requirements and timelines

Establishment & Position Management Operations

  • Support job evaluation processes and coordinate job description management to ensure positions are accurately pegged.
  • Coordinate establishment planning processes and support position management activities across divisions.
  • Manage position creation, modification, and deletion requests in accordance with established procedures and guidelines.

Budget Management

  • Manage organisational Expenditure on Manpower (EOM) or coordinate the submission of Human Resources Division’s Other Operating Expenses (OOE) by facilitating budget forecasting and providing preliminary variance analysis

Operational Support & Reporting

  • Prepare operational reports, documentation, and presentations to support workforce planning decisions.
  • Provide administrative and analytical support for strategic workforce planning exercises and senior management presentations.

What we are looking for:
 

• Experience: At least 3 years of relevant experience in workforce planning, establishment management, or HR operations

• Skills: Strong analytical and coordination skills with attention to detail and accuracy, experience in project coordination, data analysis, and process management, knowledge of establishment management procedures, position classification systems, and workforce planning processes, good written and verbal communication skills
