Senior Manager, Geospatial and Data Platform
Job Description:
Reporting to the Chief Data Officer (CDO), this role is responsible for leading the strategy, governance, and lifecycle management of the ArcGIS enterprise platform with an emphasis on implementing cloud-based data solutions. This position operates at the intersection of GIS and enterprise data, ensuring that spatial data is integrated, governed, and leveraged as a core asset across the organization. The Senior Manager serves as a solution owner, driving modernization, scalability, and alignment with the enterprise data lake and other cloud initiatives.
POSITION SALARY RANGE
$99,217/yr - $135,498/yr

TYPICAL DUTIES:
- Lead the strategy and lifecycle management of geospatial data solutions, from concept through adoption and evolution.
- Serve as the enterprise owner for ArcGIS, including ArcGIS Online, Portal, and ArcGIS Pro.
- Manage and oversee ArcGIS Enterprise infrastructure, including servers, web adapters, data stores, and licensing.
- Provide leadership for two senior GIS analysts and act as the escalation point for GIS-related issues.
- Communicate with Esri on system upgrades, technical support issues, hands-on consulting, and other contract-related topics.
- Modernize GIS workflows and integrate spatial data with cloud-based data platforms such as Azure Databricks.
- Design and implement automated publishing pipelines and data workflows using Python (ArcPy) or related tools.
- Advance data governance standards for spatial data to ensure quality, accessibility, and sustainability.
- Lead cross-functional projects including requirements gathering, stakeholder management, and success definition.
- Promote sustainable, scalable solutions over short-term fixes, emphasizing long-term architectural integrity.
- Explore and apply AI/ML techniques to spatial and operational data to drive innovation and insights.
- Support other geospatial software, like OpenGov Enterprise Asset Management and VertiGIS products.
MINIMUM QUALIFICATIONS:
- Graduation from an accredited four-year college or university with a bachelor’s degree in computer science, information technology, or other closely related field and at least 8 years of related experience in an environment of similar size and scope. An equivalent combination of education and experience may be substituted on a year-for-year basis.
- Demonstrable proficiency in business process analysis, technology roadmap creation, technology issue resolution, software solution requirements definition and cross-functional coordination.
- Demonstrable ability to act as an expert and consultant to executive-level managers and decision makers.
- Advanced knowledge of the ArcGIS ecosystem (Online, Portal, Pro, and spatial databases).
- Experience with spatial data management in cloud data warehouses.
- Experience with Azure, Databricks, Spark, or Delta Lake concepts.
- Proficiency in SQL and spatial querying.
- Experience with Python automation, including ArcPy and ESRI data pipelines.
- Demonstrated experience modernizing GIS systems and integrating with enterprise data platforms, such as SQL Servers or cloud data warehouses.
- Experience establishing governance frameworks or data standards.
- Proven ability to manage complex projects and stakeholders.
- Experience applying AI/ML to spatial or operational datasets, including generative AI tools.
- Strong strategic thinking and ability to align GIS capabilities with enterprise data initiatives.
- Experience mentoring, guiding, or leading analysts.
- Strong written and verbal communication, including the ability to explain technical concepts to non-technical stakeholders.

- Frequent stressful situations imposed by inflexible deadlines and customer requirements. Frequent weekend work and evening work is required as well as 24/7 support on certain systems.
