SENIOR MANAGER - FACILITIES OPERATIONS & CONTROLS

ICF is seeking a Senior Manager, Facilities Operations & Controls to provide leadership, oversight, and governance across the company’s facilities and real estate portfolio. This role is responsible for ensuring the effective day-to-day operation of Facilities, consistent execution of operational standards, vendor performance, and disciplined management of operating and capital initiatives. The position partners closely with Facilities, Real Estate, Finance, Accounting, Procurement, IT, Security, and business stakeholders to ensure Facilities operations are reliable, compliant, cost-effective, and scalable. While financial stewardship is an important component of the role, the focus is on operational execution, governance, and continuous improvement across Facilities activities.

This role supervises a team of 2+ staff, providing direction, prioritization, and professional development support.

Key Responsibilities

Facilities Operations, Controls & Governance

  • Provide operational leadership and oversight of Facilities services across the portfolio, ensuring consistent execution and alignment with business needs.
  • Establish and maintain operational governance frameworks for Facilities activities, vendors, and initiatives.
  • Identify operational risks, service gaps, or inefficiencies and implement corrective actions.
  • Ensure Facilities activities comply with internal policies, safety standards, and applicable regulations.
  • Serve as an escalation point for complex operational issues impacting service delivery, cost, or risk.
  • Provide light project oversight for Facilities initiatives, ensuring scope clarity, timeline awareness, and cross‑functional alignment.

Operational Planning, Budget Oversight & Resource Management

  • Lead planning and oversight for Facilities operating budgets and capital initiatives, ensuring alignment with approved plans.
  • Partner with Finance and FP&A to support forecasting, variance awareness, and resource planning.
  • Monitor operating and project spend at a high level to ensure alignment with scope, schedule, and agreed priorities.
  • Support long range Facilities and capital planning by contributing operational insight, constraints, and scenario considerations.
  • Validate ROMs, proposals, scope changes, and schedule impacts from an operational feasibility and execution perspective.
  • Coordinate operational priorities and dependencies across multiple Facilities initiatives to support timely delivery.

Vendor & Service Provider Oversight

  • Oversee Facilities vendors and service providers to ensure contract adherence, performance accountability, and service quality.
  • Coordinate with Procurement and Legal on vendor selection, onboarding, renewals, and scope modifications.
  • Review vendor pricing, change orders, and invoices for operational accuracy, completeness, and alignment with contract terms.
  • Monitor key service categories (utilities, janitorial, maintenance, security, etc.) and enforce performance standards and improvement plans as needed.

Operational Reporting, Controls & Insight

  • Develop and deliver clear, actionable reporting related to Facilities operations, service performance, and initiative status.
  • Track operational KPIs, control metrics, timelines, and risk indicators to support informed decision-making.
  • Communicate initiative status, milestones, dependencies, and risks; elevate issues proactively when intervention is required.
  • Provide leadership with insight into operational risk exposure, control effectiveness, and improvement opportunities.
  • Support strategic initiatives such as workplace optimization, office consolidations, expansions, and closures from an operational governance perspective.

Process Improvement & Operational Project Support

  • Standardize and document Facilities operational processes, procedures, and controls.
  • Provide lightweight project management support for Facilities, real estate, and workplace initiatives, emphasizing coordination, follow-through, and control discipline.
  • Support initiative planning by defining scope, milestones, roles, and dependencies with stakeholders.
  • Monitor progress against timelines and deliverables; surface risks, control concerns, or bottlenecks early.
  • Facilitate coordination across Facilities, Real Estate, IT, Finance, Procurement, and external partners.
  • Support post-initiative reviews to capture lessons learned and strengthen future controls.
  • Assist with internal and external audits by coordinating operational documentation and remediation actions.

Cross-Functional Partnership & People Leadership

  • Act as a trusted operational advisor to Facilities and Real Estate leadership.
  • Influence without authority across internal teams and corporate partners.
  • Lead, coach, and develop direct reports; set clear priorities and accountability.
  • Provide training and guidance to RE&F staff on operational processes, tools, and expectations.
  • Promote a culture of accountability, service excellence, and continuous improvement.

Minimum Qualifications Required

  • Bachelor’s degree in Facilities Management, Operations, Business Administration, Real Estate, Construction, Finance, or a related field
  • Minimum 7 years of experience in Facilities operations, real estate operations, or operational management roles
  • Prior experience managing a team, minimum 2 direct reports
  • Demonstrated experience overseeing vendors, operational budgets, and Facilities initiatives
  • Strong understanding of operational controls, governance, and process management
  • Proven ability to partner cross functionally‑ and engage senior stakeholders

Preferred Qualifications

  • Experience supporting corporate Facilities or multi‑site portfolios
  • Exposure to capital projects, workplace strategy, or portfolio optimization
  • CFM, FMP, CMA, or similar certification a plus

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,649.00 - $152,404.00
