Our Raytheon Global Ethics & Compliance (GEC) department has an exciting opportunity for a Senior Manager on the Global Ethics Office (GEO) team. The GEO team is designed to be the proactive, education and mitigation arm of the broader GEC team, fostering Raytheon’s commitment to acting with integrity by building an ethics and compliance program focused on empowering all employees to model the guiding principles and values in the RTX Code of Conduct, promote a Speak Up culture, and achieve business goals ethically and compliantly. The Senior Manager will report to an Associate Director on the GEO leadership team.

This position is for an experienced ethics and compliance (E&C) professional who will help develop and implement E&C communications and training content to support both RTX-wide and Raytheon-specific GEC initiatives and activities. Content will cover a variety of E&C topics including Speak Up, ethical decision making, ethical leadership, the Code of Conduct and E&C policies (e.g. conflicts of interest (COIs), business courtesies and gifts).

The Senior Manager will also become a part of the Ethics and Compliance Officer (ECO) Network to help drive a strategic, proactive, and collaborative GEC program across Raytheon. The Senior Manager will be the primary ECO for at least one of Raytheon’s Functions or Strategic Business Units (SBUs). In the ECO role, the Senior Manager will work closely with other ECOs, Local ECOs, employees and leaders to reinforce RTX’s values; serve as a reporting channel; manage inquiries; provide training and communications on GEC topics; conduct and support ethics and compliance reviews (including COIs), assessments, and visits; support investigations as needed; and support leaders and managers in their ownership of, championing and empowering a culture of integrity. 

The Senior Manager will also collaborate across RTX GEC and other key functional stakeholders on policy development, data/trend assessments, and other key GEC program elements. Because Raytheon has business operations across the globe, awareness of international regulations is important.

What You Will Do

  • Support the development of an annual plan and associated content for E&C communications and training for Raytheon employees (~55,000)
  • Support development of an annual plan and associated content for the Raytheon ECO Network and Local ECO Program
  • Engage with Local ECOs in the business to support them in their responsibilities to drive GEC program engagement at all levels
  • Use trends, metrics and root-cause analysis to identify and mitigate key risks areas and help develop custom communications and training to address them
  • Review, provide guidance regarding and adjudicate COIs and a range of E&C topics consistent with applicable policies, the Code of Conduct, and related polices and processes
  • Foster compliance with and drive consistency in the application of our Code of Conduct, values, policies and procedures in partnership with key stakeholders across the organization through consultations, presentations, and training
  • Coordinate with colleagues within and outside of Raytheon GEC, including Legal Counsel, Human Resources, Talent Acquisition, Security and others in furtherance of GEC processes and enhancements
  • Support GEC and team initiatives to achieve harmonization across Raytheon and the broader RTX enterprise
  • Provide input and influence decision-making in cases where appropriate, ensuring outcomes are aligned with organizational goals and values
  • Properly and promptly document questions, concerns, and consultations in the appropriate tools and systems of record consistent with internal standards and with a clear focus on data integrity
  • Perform other duties as assigned, including assisting with other GEC and GEO project work as needed
  • Domestic travel 4-7 times per year, each for 2+ days

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and a minimum of 10 years of organizational experience; or an Advanced Degree with a minimum of 7 years of experience
  • A minimum of 4 years of experience creating and implementing communications and training content for deployment in large organizations
  • A minimum of 4 years of experience in communications and instructional design across multiple employee population types (e.g. leaders, international, frontline)
  • A minimum of 2 years of experience in ethics and compliance or organizational development

Qualifications We Prefer

  • Prior experience working with leaders and managers to drive and reinforce an ethics and compliance focused culture
  • Degree in communications, instructional design, IOP or similar
  • Prior organizational change management experience
  • Prior experience in the aerospace and defense industry and/or working in highly matrixed, multinational organizations
  • Experience with creation of virtual training and related tools (e.g. PowerPoint, Articulate, Camtasia)

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
