Department Overview
The Financial Crime Risk Management (FCRM) group at TD Bank Group (TDBG) is accountable for establishing TDBG's global Anti-Money Laundering (AML) and Anti-Terrorist Financing (ATF) program to ensure that all TDBG businesses remain compliant with AML/ATF regulatory expectations in all jurisdictions where TDBG operates. This includes setting consistent standards across business segments that may be further tailored to specific business or jurisdictional requirements, conducting annual enterprise-wide AML risk assessments, maintaining the Global AML Policy (including Know Your Customer (KYC) and Enhanced Due Diligence on High-Risk Customers); currency transaction and suspicious transaction monitoring and reporting; screening TDBG customers against regulatory watch lists; a hierarchy of designated AML officer functions; enterprise-wide and specialized AML training of employees, and independent AML testing.
Job Description
The FCRM Data Strategy and Management team is a key function enabling TD's AML Program, and a first line function in the three-line-of-defense data risk management model. The team consists of the following three subgroups:
Data Strategy & Initiative – Define FCRM's data management strategy & roadmap to enable AML capabilities at their target state and advance the roadmap via technology and non-technology initiatives, operating model/governance/process enhancements, and deliver data management requirements for FCRM projects.
Data Management – Establish and execute data risk controls including reporting and escalation, adhering to the Bank's data management standards.
Data Issue Management & Metrics Reporting – Drive data issue resolution and own data risk metrics reporting.
We are looking for a Senior Manager – Data Management to join the FCRM Data Strategy and Management team, to implement data controls for Customer Risk Rating to remediate a regulatory finding, as well as for other non-Tier 1 FCRM owned outputs, and subsequently maintain and evolve data controls in BAU.
In this role, you will:
Lead remediation effort partnering with data producers in Canadian Personal Banking, Business Banking, Wealth, and technology to design, build and implement data controls for Customer Risk Rating to address a regulatory finding by committed date. Explain and defend the data controls to pass Governance and Audit challenge.
Lead a team of data management specialists to establish data controls (e.g., Critical Data Elements, data lineage, data completeness & correctness controls, timeliness controls etc.) for other non-Tier 1 FCRM owned outputs (e.g., Transaction Monitoring, Name Screening etc.)
Oversee BAU operation of data controls; Report results and escalate issues to appropriate executive audience for timely remediation.
Keep data controls up to date as changes to AML standards, Enterprise Data Management Standard, data architecture, input data etc. happen.
Act as the point of contact for FCRM Data Management team to partners within and outside of FCRM to provide education and clarity on how data management fits in the value chains of key AML capabilities/use cases.
Develop and maintain knowledge of data available from upstream sources and data within various AML platforms; and data elements critical to AML capabilities/use cases.
Keep current on emerging ML/TF trends and regulatory requirement changes, as well as the Bank's data management standards.
Develop technical skills and soft skills required of own team; Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite.
Job Requirements:
Undergraduate degree; 10+ years of data management focused experience in an AML or Risk Management background.
Extensive experience in best practice of data controls to mitigate data risk in the space of AML; solid understanding of how data is enabling AML capabilities/use cases, able to explain "so-what" from AML risk & control perspective.
Proven ability in implementing data controls across data supply chain partnering with data producers, data consumers, and technology; defending appropriateness of data controls to the satisfaction of Governance and Audit.
Advanced knowledge of common design of source to consumption data pipeline, leveraging the Bank's data lake, as well as ETL.
Advanced knowledge of the Three Lines of Defense in a risk management framework.
Strong and demonstrated storytelling, writing (memos, procedures, slides), and presentation skills, to executive audience and the audience of Governance and Audit.
Excellent at prioritizing in an environment where there are constant competing priorities and time-sensitive regulatory requests
Highly organized and diligent individual with the ability to manage multiple workstreams
