Manages the Contract Administration function supporting capital projects and other contracts to ensure full‑cycle contract operations are executed effectively and aligned with organizational priorities.
Oversees contract development, execution, change orders, and deadline adherence to maintain consistent compliance with Procurement and contractual requirements.
Oversees high‑level contract administration activities, ensuring accurate invoice validation against field progress, complete documentation for payments, and adherence to all contractual terms and conditions.
Monitors and evaluates contract management reports and documentation to ensure accuracy, quality, and compliance with internal standards and enterprise workflows.
Partners across functions, including Contract Owners, Procurement, and Finance, to enhance processes, ensure accurate accruals, and support timely invoice processing.
Analyzes financial performance across the contract portfolio to optimize spending, adjust budgets proactively, and advance process improvements that increase efficiency and compliance.
Aligns performance metrics across teams to support strategic decision-making and accountability.
Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.
Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.
Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.
Additional Job Description:
Education
Bachelor's Degree in Business Administration, Supply Chain, or related field from an accredited university.
Juris Doctor is preferred.
Experience
7 years of experience in contract administration, monitoring and enforcing contract compliance (preferably in a utility or EPC environment), finance, law, or a related field with responsibilities of planning, budgeting, and at least 5 years' experience in a Manager role; with at least 3 of those years of experience overseeing multiple teams and projects.
Experience in regulated utilities, major infrastructure entities, including interaction with regulatory commissions, system operators, international aid agencies, and large-scale public services preferred.
Experience with FEMA a plus.
Competencies (Skills)
Knowledge of municipal, state, and federal regulatory requirements, including Puerto Rico Energy Bureau (PREB) and Financial Oversight and Management Board for Puerto Rico (F.O.M.B), plus understanding of U.S. contract laws and contract composition.
Assertive communicator able to interact effectively with demanding contractors.
Operational and leadership experience in fast‑paced environments with strong analytical focus.
Strong interpersonal, organizational, and management skills.
Proficient in MS Office applications (Excel, Word, PowerPoint).
