Boeing Defense, Space & Security (BDS) Business Capture and Operations (BC&O) is seeking a highly motivated Senior Manager (M Level) to lead the Campaign & Competitive Analysis (C&CA) team in support of winning new business.  This position can be located in Arlington, VA, Berkeley, MO, El Segundo, CA, Huntington Beach, CA, Long Beach, CA, Mesa, AZ or Ridley Park, PA

The successful candidate will report to the BC&O Senior Director and have responsibility for competitive assessments, independent campaign analysis, competitor cost analysis/price to win, and competitive intelligence associated with competitive BDS, BGS-G, and international campaigns. The candidate will also provide independent analysis and expertise of the Boeing offers for competitive US Government campaigns, as well as competitive international campaigns.

Additionally, the C&CA Senior Manager will assist with developing the people and skills to grow the BC&O organization and provide functional expertise to manage complex, competitive new business campaigns, capturing Orders to meet Long Range Business Plan (LRBP) goals.

  • The desired candidate should have sufficient depth of US Government defense budget and acquisition processes to be able to lead and/or advise teams that are pursuing new US defense program business.  In addition, the candidate should have sufficient experience on international competitive acquisitions. 
  • This position will be required to mentor and lead cross functional teams of non-advocate subject matter experts in development and critical review of (a) Competitive Assessment strategy and estimates, (b) Proposal business and technical strategies, (c) Rough Order of Magnitude (ROM) Cost/Price-to-Win Affordability targets and (d) win strategy evaluation.
  • The desired candidate should have a demonstrated track record in effective review of proposal volumes to ensure a clear and compliant proposal is submitted. To these ends the desired candidate should be able to (a) perform analysis of RFP / Bidder Instructions to gain an understanding of the Customer’s requirements, in order to ensure a fully compliant proposal, (b) examine unique Customer requirements (e.g., variation in quantity, advance procurement) and develop initial plans on how to respond, and (c) review horizontal integration across all elements of a proposal.
  • This position requires strong communication skills that can be utilized across all levels of an organization to adequately portray the level of analysis and thoroughness that impacts one’s assessments.
  • The desired candidate has the ability to think strategically and assess various market strategies and their implications to the competitive environment.
  • The desired candidate will need to demonstrate how they have shown initiative and how they can work in cross-functional teams with varying levels of leadership and participants.
  • The desired candidate must have the strength and courage to professionally respond to challenges and conflicting opinions, while always being open to considering new ideas and thoughts.

Position Responsibilities:

  • Leads competitive assessment activity, including Blue Teams, Competitor Cost Analysis/Price to Win, and Competitive Intelligence. Gathers the appropriate expertise and information to provide high quality evaluations of the competitors for each specific campaign.
  • Manages employees and provides guidance/direction as needed.
  • Leads independent reviews of campaigns. Review/understand many different types of contracting methods and evaluation approaches. Provide overall acquisition expertise to assist campaign teams with strategy development and compliant responses.
  • Develops and maintains relationships and partnerships with various functions, stakeholders, peers, partners and direct reports.
  • Manages, develops and motivates employees and exhibits the Boeing Values and Behaviors.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options.

This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • Experience leading through influence and partnering with cross-functional teams on projects and initiatives
  • Strong communication, problem solving and analytical skills
  • Experience in preparing and presenting executive level briefings

Preferred Qualifications (Desired Skills/Experience):

  • 5+ years of experience leading through influence and partnering with cross-functional teams on projects and initiatives
  • 5+ years of experience leading research studies and analyzing data
  • Experience in a finance related position such as Financial Operations, Cost Management, Accounting, Estimating, Financial Planning, Contracts or Procurement Financial Analysis (PFA)
  • Bachelor’s Degree or higher

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range:

Tier 1: California sites, Ridley Park, PA, Arlington, VA :       $204,850 - $277,150

Tier 2: Mesa, AZ, Berkeley, MO:                                              $191,250 - $258,750
