Senior Manager, Business Analyst (Implementation)

Position Summary

The Business Analyst, Supplemental Benefits Implementation is responsible for delivering high‑quality supplemental benefit solutions that power CVS Flex Benefits across Medicare and commercial portfolios. This role owns requirements development, cross‑functional coordination, and end‑to‑end implementation of new or enhanced benefits.

You will ensure benefit designs are accurate, operationally scalable, compliant, and launched on time—supporting enterprise growth and an exceptional member experience.

Key Responsibilities

Requirements & Analysis

  • Lead the collection, refinement, and documentation of business requirements for new or modified supplemental benefits.
  • Translate product strategy and business needs into clear functional and technical requirements.
  • Create process flows, user stories, acceptance criteria, and readiness documentation.

Project & Implementation Leadership

  • Serve as the primary business lead for benefit implementation workstreams across product, operations, IT, and vendor partners.
  • Manage end‑to‑end implementation activities including timelines, milestones, risks, and resource coordination.
  • Facilitate project meetings, track deliverables, and drive timely issue resolution.

Cross‑Functional Collaboration

  • Partner with operational teams to ensure benefit designs are feasible, scalable, and aligned with business goals.
  • Work with external vendors to validate capabilities, exchange requirements, and support onboarding or configuration.
  • Contribute to training materials, playbooks, and communications to support successful rollout.

Testing & Validation

  • Lead UAT planning and execution for benefit configuration, integrations, and operational workflows.
  • Validate eligibility rules, benefit logic, data exchanges, and member‑facing materials for accuracy and compliance.
  • Monitor post‑launch performance and collaborate with operations to resolve issues and optimize performance.

Data, Insights & Governance

  • Analyze benefit performance, operational metrics, and utilization data to identify trends and improvement opportunities.
  • Support business cases, value assessments, and ROI measurements.
  • Maintain documentation, governance records, and audit‑ready materials.

Required Qualifications

  • 7+ years of experience in business analysis, project management, product operations, or benefit implementation (healthcare preferred).
  • Strong understanding of health plan operations; Medicare Advantage experience a plus.
  • Proven ability to translate business needs into detailed requirements and process documentation.
  • Experience leading cross‑functional implementations in a complex, matrixed environment.
  • Excellent problem‑solving, communication, and stakeholder‑management skills.
  • Ability to manage multiple initiatives in a fast‑paced environment.

Preferred Qualifications

  • Experience with supplemental benefits such as dental, vision, hearing, OTC, transportation, flex cards, or food & utilities.
  • Familiarity with CMS guidance, annual bid cycles, and benefit configuration platforms.
  • Experience with Agile (user stories, acceptance criteria, sprint planning).
  • PMP certification a plus.
  • Experience with SQL.

Education

  • Bachelor’s degree in Business, Healthcare Administration, Information Systems, or related field required.
  • Master’s degree preferred but not required.

Pay Range

The typical pay range for this role is:

$82,940.00 - $182,549.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.
