Overview
The Senior Investigator is a civilian professional responsible for conducting and managing complex, sensitive, and high-profile investigations related to personnel, workplace conduct, and policy compliance within the City of Dallas Police Department. This position ensures all investigations are thorough, impartial, and compliant with legal and organizational standards.
Essential Functions
1 Conducts and manages complex investigations into allegations of misconduct, discrimination, harassment, policy violations, and other sensitive personnel matters
2 Plans and executes investigative strategies, including gathering and analyzing evidence, conducting interviews with complainants, witnesses, and subjects, and preparing detailed investigative reports.
3 Maintains accurate, confidential, and comprehensive case files for all investigations, ensuring compliance with legal and organizational requirements.
4 Testifies in administrative hearings, civil service proceedings, or court as required.
5 Serves as a subject matter expert and a resource to department leadership on investigative best practices, ethics, and compliance, as needed.
6 Collaborates with Human Resources, legal, and executive staff to ensure consistent application of investigative procedures and standards.
7 Mentors and provides guidance to junior investigators or investigative teams, as assigned.
8 Participates in the development and delivery of training related to workplace conduct, compliance, and investigative procedures.
Knowledge, Skills, and Abilities
Extensive knowledge of investigative techniques, employment law, and best practices in HR and administrative investigations, with a focus on law enforcement environments.
Expertise in gathering and analyzing evidence, conducting thorough interviews, and preparing comprehensive investigative reports in accordance with policies and legal standards.
Demonstrated ability to manage multiple investigations simultaneously, independently prioritize caseloads, and maintain strict confidentiality and impartiality throughout the investigative process.
Exceptional communication and interpersonal skills, enabling effective interaction with officers, civilian staff, community members, and leadership.
Advanced computer proficiency, including use of case management and investigation tracking software for documenting, managing, and reporting on internal affairs cases.
Skilled in digital evidence collection and management, including review of video footage, dispatch records, and electronic communications.
Proficiency with Microsoft Office Suite, excellent ability to gather and analyze data, write comprehensive reports in a concise format, and create and present executive summaries of completed investigations.
High level of integrity, professionalism, and commitment to transparency, accountability, and fair treatment of all individuals.
Familiarity with records management systems, public records request processing, and secure file-sharing platforms.
MINIMUM QUALIFICATIONS:
EDUCATION:
Bachelor’s degree in Criminal Justice, Human Resources, or Public Administration.
EXPERIENCE:
Twenty (20) years of experience in law enforcement conducting complex personnel and workplace investigations.
AND
Thirteen (13) years of lead level experience within a large public sector organization.
LICENSE(S) and/or CERTIFICATION(S):
Advanced TCOLE certification is required during the probationary period.
OTHER REQUIREMENTS:
Must pass an intensive background investigation and drug test.
No FELONY or Class A MISDEMEANOR convictions.
No Class B MISDEMEANOR convictions within the last ten (10) years.
No family violence convictions.
Cannot currently be on deferred adjudication for any FELONY, Class A or Class B MISDEMEANOR.
Salary Range
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
