Senior Human Resources Assistant
Organizational Setting and Work Relationships
Senior Human Resources Assistant will function under direct supervision of the Administrative or Human Resources Officer, assisting him/her in personnel administration and other HR related matters, including the process of recruitment and appointment of staff, and in the performance management and welfare issues of staff under area of responsibility (AOR).
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.
Duties
- Assist in the recruitment, assignment, reassignment and separation of local service staff. Prepare documents for the interview panel for the recruitment of local staff.
- Process local staff members' contracts, entitlements and benefits in accordance with Staff Rules and established HR procedures.
- Update personnel related information in MSRP/HR module where this activity has been rolled out from PAS to the respective office.
- Advise staff members on their rights, obligations, benefits and entitlements, and assist them in interpreting UN/UNHCR staff rules and regulations.
- Assist newly-arrived international staff with administrative formalities related to their accreditations, security/ground passes, submission of completed forms and related documents to headquarters, arrange travel and hotel reservations
- Assist with shipment of their personal effects in coordination with the logistics section.
- Administer UNHCR medical insurance plan for locally recruited staff. Provide administrative support to staff and dependants in case of medical evacuations, as well as security evacuations/relocations. Maintain daily tracking record of staff and families to provide accurate information in case of emergency.
- Maintain personnel records in the office, including maintenance of the attendance, overtime and leave records.
- Initiate calculations for payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, MIP reimbursements, medical and security evacuations, shipment costs.
- Initiate routine correspondence on HR matters for the authorizing officer's approval.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

The position is located in the Partnerships and Affiliate Workforce Unit (DPM, Global Service Centre), supporting the delivery of affiliate workforce HR administration in a high‑volume, deadline‑driven environment. In addition to the standard responsibilities reflected in the G5 Senior Human Resources Assistant Job Description, the post includes a business‑critical operational portfolio: serving as the focal point for the end‑to‑end administration of the Cigna medical insurance scheme for eligible affiliate personnel.
This Cigna portfolio requires recurring delivery with a strict weekly and monthly cadence, and continuity is essential. On a weekly basis, the team prepares and submits an eligibility file (based on Workday data and established eligibility checks) to ensure that eligible affiliates are correctly reflected in Cigna’s records and that contract changes (extensions, end dates, terminations) are processed without disruption. The role, therefore, requires careful data validation, reliable follow‑through, and disciplined adherence to established step‑by‑step procedures to meet deadlines and maintain data quality.
On a monthly basis, the incumbent supports the consolidation and reconciliation of premium information derived from weekly submissions, follows up on discrepancies as needed, and contributes to the preparation of standardized monthly premium documentation in line with agreed formats and internal guidance. In parallel, the incumbent supports the preparation of periodic cost recovery documentation to ensure that premium costs are appropriately allocated to the relevant hiring entities, in coordination with finance colleagues. The role requires strong attention to detail, confident use of Excel, and the ability to verify relevant information against Workday records while maintaining completeness, timeliness, and audit‑readiness.
The incumbent also provides frontline operational guidance to internal stakeholders (HR/Admin/Programme/Resource Management colleagues in operations and HQ entities) on process requirements related to Cigna enrollment and related data expectations. In addition, the post holder supports enrolled members with administrative queries related to their coverage status (within established boundaries) and serves as the main interlocutor with Cigna on operational matters, coordinating follow‑up and resolution of member or data-related issues as required.
