Job Summary: This position is located in Office of Nuclear Reactor Regulation (NRR), Division of Risk Assessment (DRA), Radiation Protection and Consequence Branch (ARCB). The supervisor is Kevin Hsueh. This position IS subject to Confidential Financial Disclosure reporting requirements. This position IS subject to security ownership restriction reporting requirements

Major Duties:

  • As a Senior Health Physicist in the Radiation Protection and Consequence Branch, Division of Risk Assessment, the individual selected for this position would be responsible for the development and implementation of rules, technical guidance, and procedures in areas related to radiation protection, radioactive effluent, and radiological environmental monitoring for operating and new reactors. Such duties include but are not limited to: Serves as a senior-level lead Health Physicist and authoritative expert responsible for rulemaking related activities and implementation of the radiation safety cornerstones of the Reactor Oversight Process. Performs highly complex technical and regulatory reviews of reactor license applications and amendments. Provides guidance and support to Regional inspection staff in addressing highly complex technical and regulatory issues. Reviews, develops, and implements regulatory infrastructure documents such as regulatory guides, inspection procedures, information notices, regulatory issue summaries, and standard review plans. Uses risk information and risk insights to enhance decision-making consistent with pertinent elements of risk-informed and performance-based regulation. Prepares responses and makes presentations to the Advisory Committee on Reactor Safeguards (ACRS), the Commission, upper management, and outside groups on technical issues, concerns, or developed positions. Serves as a subject matter expert to interact with scientific groups and committees, members of other Federal, state, and local agencies and national consensus standard, and international committees involving radiation protection, radioactive effluent, radiological environmental monitoring and related programs for nuclear facilities. Serves as a mentor in the development of junior staff. Provides guidance and support to new employees and junior health physicists. Reviews and evaluates radiation health effects on the public and plant personnel resulting from operational events and normal operations.

Qualifications: In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Leading or managing highly complex regulatory activities involving the licensing, inspection, or oversight of nuclear facilities in accordance with NRC regulations. Performing comprehensive technical and regulatory reviews of reactor license applications and amendments. Developing, interpreting, and applying NRC policies, regulations, and guidance related to radiation protection, health physics, or nuclear safety. Conducting in-depth technical evaluations and risk-informed assessments of radiation protection programs, including dose assessments and safety analyses. Serving as a recognized technical authority in interagency working groups, stakeholder engagements, or international forums on matters concerning radiation protection standards, regulatory policy, or nuclear safety. Detailed knowledge of and experience with implementing the principles, theories, and practices of reactor radiation protection, radioactive effluent, radiological environmental monitoring, and radiation health effects on the public. Describe your experience in conducting evaluations involving complex technical issues in radiation protection, radioactive effluent, radiological environmental monitoring, and radiation health effects on the public.). 2. Demonstrated knowledge of and experience with NRC regulatory programs for reactors including licensing, inspection, and event assessment. (Example: Describe specific experience, education, and training which demonstrate your ability to identify, evaluate, and address technical issues associated with NRC's regulatory programs including reactor oversight process and licensing action reviews. Provide examples of your application of NRC rules, procedures, and guidance to address complex issues related to licensing, inspection, and event assessment. Describe how you applied risk insights and risk informed performance-based philosophy to perform analyses). 3. Ability to independently organize, plan, coordinate, and conduct special projects and studies. (Example: Describe specific experience and training which demonstrate your ability to formulate project goals and objectives, develop project plans and resource estimates, evaluate and report progress against established milestones, and coordinate with personnel of diverse technical backgrounds. Describe specific projects of high technical complexity related to radiation protection you have led or participated in and describe your role and level of responsibility for completing project tasks and milestones. Describe the results of these projects including any publications, awards, or other recognition. 4. Demonstrated ability to communicate, both orally and in writing, and to coordinate with other NRC offices, other government agencies, the public and industry groups on varied complex technical and regulatory issues. EXAMPLE: Describe experience in making oral presentations and preparing written documents, and the various levels of individuals for which presentations were made. Discuss examples where you have used skills in communicating complex technical and regulatory issues to NRC staff and management, the Advisory Committee on Reactor Safeguards, general public, governmental agencies, the industry groups or others. Discuss how your oral or written communications have played a role in the understanding or resolution of issues A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume.
