Job Summary

We are seeking an experienced Senior Foreign Military Sales (FMS) Financial Analyst to support financial management, case development, and strategic execution across multiple Partner Nation programs. The ideal candidate will bring 15+ years of experience spanning the full FMS financial lifecycle—from initial case development through reconciliation and closure. This position requires extensive expertise in product life‑cycle management, project team leadership, and the preparation of acquisition and contracting documentation. The role will support both current and emerging international program efforts.

Key Responsibilities

  • Conduct research on project‑related issues to ensure compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS).
  • Track project milestones and deliverables, conducting after‑action reviews to identify opportunities for internal improvement.
  • Execute comprehensive budget management for FMS Administrative and Case funds; validate disbursements, delivery billings, and case line charges.
  • Prepare and present complex financial reports and workload projections for Program Management Reviews (PMRs) and senior leadership.
  • Lead efforts to track the development and execution of FMS budgets and associated funding documents.
  • Review and support the development of Statements of Work (SOWs), contract documentation, technical evaluations, briefings, and related program materials.
  • Monitor the implementation of corrective actions and milestone accomplishments, evaluating progress continuously.
  • Research and analyze data to identify and resolve issues in a timely manner; communicate findings clearly and effectively through written products and numerical presentations.
  • Develop and recommend Courses of Action (COAs) based on data presented during Program Reviews and Financial Reviews.
  • Maintain general ledgers and track commitments, obligations, expenditures, and requisition execution.

Basic Requirements

  • Bachelor's Degree
  • 15+ years of experience
  • Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance.  

Preferred Qualifications:

  • The ideal candidate is a self-starter, with strong attention to detail, and will be able to conform to shifting priorities, demands and timelines.
  • Proficiency in Microsoft Excel, PowerPoint, and other data analysis tools.
  • 10% travel may be required.
