Major Duties:

  • The Senior Enterprise Data Architect directly supports the Senior Data Scientist and Business Intelligence (BI) Manager by providing technical leadership for the design, modernization, and migration of enterprise data integration platforms supporting federal and public sector programs. As a critical redundancy and continuity layer for Marine Corps Community Services (MCCS), this role establishes the enterprise data model, defines integration strategies, and ensures rigorous data lineage across all organizational systems. The incumbent leads the design and maintenance of the enterprise data model, defining how data entities relate across all MCCS systems. This includes performing foundational schema design and database normalization to support both current environments and future enterprise technology stacks. The role is responsible for maintaining current state and future state architecture artifacts required for compliance, continuity, and system onboarding, while also providing critical architectural coverage for enterprise financial, operational, and customer data systems. The Senior Enterprise Data Architect defines the enterprise data integration architecture, detailing how data moves between source systems, the data lake, and downstream reporting environments. The role includes architecting, developing, and optimizing complex ETL and ELT pipelines using Oracle Data Integrator (ODI) and Amazon Web Services (AWS) Glue. The incumbent analyzes and modernizes legacy ODI mappings, packages, workflows, and Cognos reports, converting them into cloud native solutions that support modernization efforts. This position is responsible for establishing and documenting enterprise data lineage to ensure full traceability of data origins, transformations, and destinations in accordance with Department of Defense (DoD) compliance requirements, including NIST, FISMA, the Privacy Act, and HIPAA. Additionally, the incumbent defines technical specifications for ETL and ELT pipelines, including transformation logic and data quality rules at the architectural layer. The incumbent serves as the primary technical authority for contractor deliverables and major enterprise data contracts, ensuring all proposed solutions align with MCCS standards and long-term architectural requirements. The role evaluates contractor architectural proposals, validates technical performance, and reviews integration designs to prevent long term technical debt or system failures. The Senior Enterprise Data Architect partners closely with the Data Governance Supervisor and Contracting Officer to assess technical scope expansions, resolve vendor performance failures, and ensure all contractor provided data solutions meet quality, security, and compliance expectations. This role leads the planning and execution of data migration efforts from on premise and legacy environments to AWS. This includes working directly with external technology providers to map legacy data structures to the new enterprise data model and ensuring that no data assets are lost or orphaned during the transition. The role defines migration strategies, cutover plans, and rollback procedures consistent with federal change management standards and validates data integrity, accuracy, completeness, and performance throughout and after migration activities. The incumbent designs data architectures that comply with federal frameworks and regulatory controls such as FISMA, NIST, and FedRAMP aligned environments. The role implements appropriate data access controls, encryption standards and logging consistent with agency requirements and supports Authority to Operate (ATO) documentation by providing required architectural inputs and technical artifacts. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments. Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications: Bachelor's degree from an accredited college or university in Computer Science, Information Systems, Engineering, Data Science, or a related field appropriate to the work of the position (Master's degree preferred) AND 6 years of experience performing data architecture, data engineering, enterprise data integration, or related technical leadership functions for a large, complex, or regulated organization OR an appropriate combination of education and experience demonstrating possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates the applicant has acquired the knowledge, skills, and abilities equivalent to those gained in the above. Experience must include senior level expertise with ODI in large enterprise or government environments, as well as hands-on experience designing and implementing ETL/ELT pipelines using AWS Glue and leading data migrations to AWS for government or for other highly regulated environments. Applicants must possess advanced SQL, database normalization, and data modeling skills; a strong understanding of ETL versus ELT architectural patterns; and experience with major enterprise cloud services including AWS (S3, RDS, Redshift, IAM, CloudWatch), Snowflake, and MicroStrategy. Required competencies also include data validation, reconciliation, operational monitoring, change control, configuration management, and technical documentation standards. Applicants must possess or be able to obtain an advanced cloud architecture certification (e.g., AWS Solutions Architect). Highly preferred certifications include TOGAF Enterprise Architecture Certification, AWS Certified Data Engineer -Associate, AWS Certified Solutions Architect - Professional, Snowflake SnowPro Core Certification, and MicroStrategy Certified Architect. As an authorized and privileged user of Department of Defense Information Systems, the applicant must possess or obtain required Information Assurance awareness by completing the DoD8570/DoD8140 requirements (i.e. Security+ Certification) as a condition of access within six months of employment and thereafter in accordance with DoD requirements.
