ROLE SUMMARY

The Senior Director, State Price Transparency Reporting Team Leader is a leadership role within the Strategic Pricing and Data team in MASPA, accountable for enterprise‑level ownership of Pfizer’s U.S. state price transparency reporting strategy, governance, and execution. This role sets the strategy and operating model required to ensure accurate, compliant, and defensible reporting across a complex and expanding state regulatory environment, mitigating up to $500M in annual financial and enforcement risk.

The Senior Director defines policy, establishes processes, and drives cross‑enterprise alignment on how Pfizer pricing data and methodology is disclosed and interpreted externally. Success in this role requires deep technical understanding of pricing data, strong cross‑functional leadership, and the ability to drive strategic decisions with far‑reaching implications.

ROLE RESPONSIBILITES

Enterprise Ownership of State Price Transparency Reporting

  • Own Pfizer’s end‑to‑end State Price Transparency Reporting (SPTR) framework, including regulatory interpretation, reporting strategy, governance, execution oversight, and risk management across current and emerging state requirements.

  • Establish and maintain robust governance, controls, and approval frameworks that ensure data integrity, audit readiness, and consistent application of regulatory interpretations across all state submissions.

  • Anticipate, assess, and proactively mitigate compliance, enforcement, and reputational risks associated with inaccurate or inconsistent reporting.

  • Provide strategic oversight of the SPTM module within GPM, setting the system roadmap and partnering with Digital and external vendor to prioritize enhancements, manage system changes, and resolve issues impacting compliance or scalability.

  • Leverage technology, analytics, and process innovation to strengthen data stewardship, improve operational efficiency, and build scalable capabilities to support future expansion of state transparency requirements.

Strategic Leadership in a Dynamic Regulatory Environment

  • Serve as Pfizer’s senior subject‑matter leader on state pricing transparency legislation, including assessment of passed and proposed laws and their enterprise‑wide implications.

  • Lead strategic decision‑making on how Pfizer pricing and related data are defined, governed, and disclosed to external state entities, recognizing the cascading impact on other state, federal, and global reporting obligations.

  • Convene and influence State Law Steering Committee (including VP‑level stakeholders) to drive alignment on high‑risk policy, interpretation, and disclosure decisions.

  • Partner with Corporate Affairs and external industry stakeholders to monitor regulatory trends, shape strategic positioning, and ensure Pfizer remains ahead of enforcement and compliance risk.

Cross‑Functional and Matrix Leadership

  • Lead and develop a core State Price Transparency Reporting team (2 FTE direct reports) and provide enterprise leadership across a matrixed network of senior stakeholders spanning MASPA, Government Pricing, Finance, Legal, Compliance, Corporate Affairs, and Digital.

  • Establish clear decision rights, accountability, and escalation paths to enable timely, compliant execution in a complex and evolving regulatory environment.

  • Drive cross‑functional alignment on regulatory interpretation, data governance, and disclosure strategy, ensuring consistent application across all state submissions.

  • Translate complex regulatory requirements into clear enterprise guidance, enabling partner functions to execute effectively while managing downstream risk.

  • Build organizational capability by developing talent with strong technical judgment, regulatory fluency, and an enterprise mindset.

Executive Communication & Issue Management

  • Provide concise, decision‑ready insights to senior leadership and the State Law Steering Committee on compliance status, emerging risks, and required strategic decisions.

  • Lead Pfizer’s response to state inquiries, audits, and enforcement actions, ensuring coordinated, timely, and well‑governed engagement.

  • Represent Pfizer, as appropriate, in external forums as a credible and authoritative leader on state price transparency reporting.

BASIC QUALIFICATIONS

The successful candidate will demonstrate a consistent record of delivering enterprise-level business impact through strategic thinking, influence, and matrix leadership. This role requires the ability to lead through complexity, guide cross-functional teams, develop organizational capability, and take accountability for outcomes in a dynamic regulatory and business environment.

Education and Experience

  • Bachelor’s degree required; Master’s degree or higher preferred

  • 12+ years of relevant industry experience, preferably in pricing, market access, policy, or related functions
