Senior Director, Digital Delivery

ICF is seeking a Senior Director, Digital Delivery to oversee and grow vital citizen-facing web systems for federal government clients. This leader will guide the digital delivery practice by shaping vision, developing talent, expanding capabilities, and ensuring consistent, high-quality outcomes across engagements. The Senior Director will provide strategic direction and operational oversight across a diverse portfolio, strengthening client relationships, identifying and pursuing new business opportunities, and leading capture and proposal efforts that expand ICF’s digital impact.

This dynamic role requires exceptional communication, collaboration, and financial management skills, along with the ability to think strategically and execute tactically. The Senior Director will drive the full range of business development activities—from pipeline development and opportunity qualification to capture strategy and proposal leadership—while advancing ICF’s capabilities in digital modernization and public sector transformation.

Essential Duties and Responsibilities

  • Perform continuous risk assessment and mitigation; work with teams to identify and remove resource and technical barriers that impede development
  • Analyze problems, identify core issues, and provide ongoing technical and operational guidance to project/product teams.
  • Manage direct reports as well as a matrixed team, leading cross disciplinary efforts to develop, iterate, and refine digital solutions.
  • Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.
  • Build, mentor, and retain a high-performing team, fostering a culture of collaboration
  • Establish and maintain schedules, product roadmaps and strategic plans
  • Manage budgets, prepare cost estimates, and track resources using financial management tools.
  • Actively communicate with clients to understand and define current needs and priorities
  • Support a full range of business development activities from pipeline development, opportunity qualification, capture strategy, and writing proposals.

Basic Requirements

  •  Bachelor’s degree
  • 10+ years of demonstrated experience in digital portfolio management in the government sector.
  • 7+ years providing strategic technical guidance to clients to include working knowledge of the technical software development process, including Agile methodologies, process, and principles; experience launching digital solutions, including ongoing analysis and continuous product improvements; and proven experience contributing and leading business development activities such as managing and writing proposals and capture efforts
  • Ability to obtain a Public Trust Clearance.

Location

The preferred candidate will be local to the DC metro area. However, qualified remote candidates outside the metro area will be considered within the United States.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$173,832.00 - $295,514.00
